This comes even as the civic administration’s proposal to have high-rise buildings up to 100 metres has been approved by the state government with certain conditions.
The state government has divided the high-rise buildings into four categories: 36-40 metres, 40-50 metres, 50-70 metres and 70-100 metres.
These categories will have to be constructed in minimum plot area of 2000 sq metres, 4000 sq metres, 6000 sq metres and 8000 sq metres respectively and will require minimum access road width of 12 metres, 15 metres, 18 metres and 24 metres.
“The state government has sanctioned modifications proposed by the Pune Municipal Corporation (PMC) after consulting the director of town planning and is satisfied that the modification is necessary in public interest,” said a government notification signed by Nandkishor Patil, Under Secretary, State Government.
According to the notification, the high-rise buildings in the 36-40 metre category will have to leave marginal spaces of 9 metre on the front and back of the buildings while for the other categories it will be 12 metres.
Meanwhile, the margin on the sides should be 9 metres for the two high-rise categories up to 50 metres, 10 metres for 50-70 metre tall buildings, and 12 metres for buildings in the 70-100 metre bracket.
“The modifications have conditions of required marginal distances, parking requirements and fire fighting requirements which will not be relaxed by the municipal commissioner,” the notification said.
However, president of Promoters and Builders Association of Pune, Lalit Kumar Jain, said the proposal was not practical, given the various conditions. “It’s unlikely to lead to a good response from builders,” he said.
More than two basements may be permissible and if basement parking is provided and is sufficient for parking then stilt should not be insisted on.
Structural engineer of special category as certified by the PMC should be appointed while applying for building permission.
In case of two or more high-rise buildings coming up side by side, the distance between the buildings should be equivalent to the open space required for tallest building of the lot.
High-rise buildings in the 36-70 metre category shall be permitted after the municipal commissioner is satisfied that the fire fighting system is well equipped to meet the requirements.
A technical committee appointed by the state government alone will be eligible to approve buildings above 70 metres.
This committee will comprise structural engineer, environmentalist, senior architect, chief fire officer, city engineer and expert in soil mechanics and earthquake.
