Moscow, November 12: Dispelling the media speculations of a "chill" in bilateral ties, Russian President Vladimir Putin on Monday warmly welcomed Prime Minister Manmohan Singh, hoping that he would feel the "warmth" of the Russian hearts.

"I hope that in spite of the chilly winter weather in Moscow, you will be able to feel the warmth of our hearts, noble and very friendly attitude towards your country," Putin said welcoming Singh in the ornate Green Drawing room of the Kremlin Palace at the start of their meeting.

"We are very happy to see you, welcome," Putin said greeting the Prime Minister.

Singh arrived in Moscow on Sunday on a 28-hour-long official visit for the 8th annual summit, shortest in the history of bilateral relations between the two countries.

His visit preceded the two low key visits by External Affairs Minister Pranab Mukherjee and Defence Minister A K Antony, who were not given customary audience by Putin, triggering media speculations of a chill in bilateral ties.

"Our relations have a long history and are today developing in the best way," Putin said at the start of the one-to-one meeting at which the two leaders were assisted by their foreign policy aides and interpreters.

He also thanked Singh for inviting him as the chief guest at the Republic Day celebrations in January last.

Responding to the warm welcome accorded by Putin, Singh underscored that people of India see a "big friend" in Russia and lauded Putin's personal contribution in strengthening the "time-tested" bilateral relations.
