The four were remanded to police custody for varying periods by a local court in connection with the death of 19-year-old Aman Kachroo, a student of Dr Rajendra Prasad Government Medical College, Tanda.
Aman, an alumnus of DPS International, Delhi and a resident of Gurgaon, had died on Sunday night in a hospital in Tanda due to severe injuries. His family alleged that he was slapped, punched and kicked many times on the head and chest by his seniors who also shaved off his head.
Taking serious note of the incident, the state government ordered a magisterial probe into the incident and promised stern action against the guilty. College principal Suresh Sankhayan was also replaced by Anil Chauhan, Head of Department of Opthalmology.
Chief Minister Prem Kumar Dhumal sought a detailed report on the incident from college authorities which suspended a hostel warden, manager and two guards.
While two second year students Ajay Kumar Verma and Naveen Verma, who were arrested on Monday, were remanded to police custody till March 13 by District and Sessions judge P S Rana, Abhinav Verma and Mukul Sharma surrendered today and were sent to police custody till March 16.
A case has been registered against them under section 304 of IPC (culpable homicide not amounting to murder) with Kangra police station, Superintendent of Police of Kangra district Atul Kumar Fulzule said.
They have been also booked under the anti-ragging ordinance.
The magisterial inquiry will look in detail the cause of death of the student Aman Kachroo and also fix role and responsibility of the involved people in the unfortunate incident, Health Minister Rajeev Bindal said.
As a precautionary measure, a police team comprising an Assistant Sub Inspector (ASI), two head constables and 25 constables has been deployed on the college premises. Classes, which were suspended on Monday in the wake of Aman's death, however, resumed on Tuesday.
In Gurgaon on the outskirts of Delhi, a shocked family of the student, who was cremated at the Lodhi Crematorium in the national capital, said the boy was subjected to immense violence and demanded action against the medical college.
Rohit Kachroo, his uncle, said Aman had told his parents about the ragging in the institute. "He had told his parents about the ragging. We did not think, it will turn this violent," he said.
"I spoke to him last Thursday only. He told me that he lodged a complaint with the house warden. No action was taken," claimed a friend of Aman.
"He told me seniors used to call him up at around 3 AM or 4 AM and would even ask him to get alcohol from market and if he didn't they would beat him up," he claimed.
Virkein Dhar, a cousin of the victim, claimed Aman was tortured for over two hours along with other juniors after the four seniors managed to get inside the hostel after bribing the guard.
Condemning the ragging incident, Health Minister Anbumani Ramadoss said "killing (of the student) is something really not acceptable. Strong anti-ragging measures should be taken and whoever is responsible should be punished".
The Supreme Court had in 2007 directed educational institutions to register criminal cases against those indulging in ragging activities.

I will first take issue with the media that reported the incidence for lack of comprehesnive coverage. The readership needs to know if the college made serious efforts to apprise the newcomers of the ban on ragging and that, when reported, it would immediately take stern action on even a minor incidence of ragging by senior students at the institute. In the present case, we need to know of the social environment at the college that encouraged outrageous behaviour by thos aspiring to be healers in society. It is the accurate and comprehensive reporting that sets the tone for public outcry and shame in cases of brutal violence and unnecessary loss of life. We expect constant chiding by media for the change as a society of coward tamashbeens and do something that righteousness and justice demands. Someone there should have helped stop the senseless beating and death. I hope that all those reponsible, murderers down to the administrative staff, should receive exemplary punishment.
It is extremely shameful to read this as an Indian. the guilty should be hanged to death publicly, in their own college campus and it's video broadcasted on all TV channels. We should send strong message to all potential future culprits. This is nothing short of murder. Mr. Shenoy can be charged with abetting the idea of murering an innocent student. The college authorities should have proper system to handle even the slightest bullies which should be registered and investigated in detail.
Guilty persons for the ghastly murder of a young student should be hanged
There should be a law that people found gulity of such offences should be given the same treatment of which they are found gulity. This should also include police personnel who torture suspects
The incident is shameful to say the least. It will be heartbreaking if the convicts are not punished severely
Such incidents reflect the lax attitude and apathy shown by law of the land and government too since those who dare to perpetrate such acts would most often belong to influential business or political families and know that things would calm down after some time. Exemplery punishments, such as rigorous life imprisonment with hard labour in hostile terrain or death sentence, should be renderded to guilty so that others should not dare to follow the suit. Families of such criminals should be ostracised from society. There should be public trials such as in Arab countries to act as a strong deterrence for others with such psyche. Trials in such incidents should not be allowed in same state and guilty should be held in jails far off from their mother state. Family of the victim should be allowed to supervise the treatment being meted out to guilty on a regular basis so that there should be no leniency offered to such beasts.

Ragging is savage behaviour. Students and students' parents should be made to execute good behaviour bonds to prevent ragging and to compensate, heavily, victims of ragging. That should alert students and parents to the seriousness with which ragging is viewed and act as a deterrent. Students who resort to ragging expose their backgrounds and breeding and the type of homes they come from. They are pure guttersnipe and their parents must be nothing but riff-raff.
I watched the Times Now channel interview and was shocked to learn about this incident > Prinipal and the students involved in Ragging should be hanged till death ! Ragging should come under purview of Terrorism act and all those registered under TADA . Principal cannot be allowed to go scot free post resgining . He should be tried for cold blooded murder of an innocent bright citizen of India . What is the congress at Delhi doing ?? Hope Sonia Gandhi is reading this .
RAGGING SHOULD BE CONSIDERED IN PAR WITH TERRORISM AND ALL THOSE INDULGED IN RAGGING SHOULD BE HANGED TO DEATH UNTILL THE LAST BREATH ( CONFIRMED BY DOCS THAT THEY ARE DEAD ) . THE PRINCIPAL SHOULD BE HANGED TO DEATH IN THIS CASE AND NO WAY SHOULD HE BE ALLOWED TO GO SCOT FREE . All premier Institutions in India including IIT's and NIT's have ragging for the freshers and no one seems to be able to bring in laws with zero tolerance. These seniors responsible should be rusticated, refused admissions anywhere else and have to serve very long sentences. Their photos should be plastered all around the campus so that others will never ever attempt to repeat this again. The college should also be subjected to substantial compensation to the next of kin. The concerned dean, warden and the principal/director should be sacked and never have chance to get employment elsewhere. If the administration is not able to accept responsibility, then they might as well resign and get into other professions. MHRD has to be really proactive on this issue. In fact MHRD is also to be blamed as the icheons of power in India are spineless. I hope and pray the bereaved family finds courage to face this avoidable mishap.
all the hue and cry over ragging , supreme court rule . yes there is ome amount of reduction in the ragging menace. but still there is ragging in collages across india. The culprits if proved should be given maximum punishment may be its time to think about death punishment to the students if proved. i would sincerely request the authorities to give afair trial and they should not be allowed to get away . may god bless aman and his family .
I canot understand why a murder case is not lodged.Were these seniors studying medicine to help and cure people?They should not be spared but severe punishment meted out -A bright life has been snuffed out and what sadistic pleasure do they get with these activities? These boys are unfit to be a part of society let alone practise a noble profession
All the students involved in this act should be thrown out of the college and should never ever be given any chance to serve the nation in any form,they are the killers of the inocent Aman,my heart felt condolences to the femaily...
in most of the institutions physical assalt has replaced oral ragging. now the situation turns in the way that parents often suggest to compromise and college authorities even turns blind eye towards ragging. there is law but its implementation is not done properly. its only victimises new commers and some times turns into death. who will check ?
Best this is make sure that those students who did the inhuman act should be punished maximum. Even if any of those student belongs to a leader or big person he should spend his life in prison. If not then some body should take charge and kill those students when they are out on the road . Since indian police and law is not good at all many of them take bribe and leave the murderer out street. These four students should not have any rights to leave in this socity any more and for other students also who are still doing ragging they need to stop. I am from delhi and if this is not happpened i will make it happen. I now the place where these student leaves.
i have one request to media. it is that they should keep watch on this matter and not allow the matter to be swept under the carpet. no doubt there will be strong pressure some elements for same.
It is time that all college hostels have separate wing for freshers to prevent such happenings in future. In this particular incident the arrested students should be subjected to the same treatment which was meted to the freshers. It is surprising how ragging still prevails when SC has given strict warning to all colleges to put an end to such inhuman acts.
Ragging must be totally stoped
these students who enjoy seeing others undergoing pain are not students but criminals. it is fact that college authorities are fully aware of such criminal activities going on their campuses and dont take any action even when such instances are brought to their notice. what respect such college authories deserve?such college authoroties are also part of crime and be brought to justice.
It is a shameful incident. The students embarking onto their careers face such terrible situations which is shocking to say the least. For all we know, we may have lost an excellent doctor to this evil. This incident should be considered as the final and ragging must be tackled earnestly. The local dadas and so on should be dealt with severely. Otherwise the image Indian education has will suffer. Needless to say, this situation is exacerbated by the fact that the institution is a medical college. I dont think such kind of people deserve the prestigious doctorates. I wouldn't dream of going to such a doctor, The impunity is very shocking
Ragging, these acts are of the barbarians and to say the opposite no cultured students would behave like this.This has been happening in India for years and the institutional leaders should take full responsibility to prevent ragging.Our sleeping governments of old politicians should now wake up. The students who do ragging are doing criminal actions.If they destroy the peaceful life of the other students, they should be sent home, after giving them proper punishments.
The menace of ragging must be totally curbed.When a student seeks admission in a college, one of the documents he/she should sign should be an undertaking to not to get involved in ragging. The punishment for the students should be a total denial from getting admission anywhere once he/she was found guilty.The political interference must be totally avoided.When the academic year starts, there must be strict warning regarding ragging.Parents also may keep an eye on the activities of the students in the colleges. Whenever, slightest hint is obtained about ragging, no hesitation should shown to bring the matter to the police. Much depends on the principal and the warden of the hostel. They need to be tough guys. Ragging is not an issue that cannot be solved. Enforcing strict rules against it is all that is required.
Inspite of the fact that Ragging has been banned bu Supreme Court of India. College students still indulge in these types of activities. The students have to realise the cosequences it has on the psche of the student tormente. The world is a witness that this even lead to the World War. Hitler took revenge as he was bullied while he was young. These boys should be sentence to life and no leniency shown to them. Even the Punishment should be exemplery so that it act as adetterent. This is best view.Even those involed should given life imprison or hang to death so that these will not repeat again.Parents those did this murder should realise.
I think its a worst situation that the educational institutes are facing today, the students responsible for these kind of acts should be punished, however just punishing them will not resolve the problem, there should be an awareness, the parents
