Additional District Magistrate, Kangra, Sandeep Kumar has been tasked with inquiry into the death of Kachroo, Principal Secretary Home Subhash Negi said in Shimla.

Negi said terms of reference of the magisterial probe into Kachru's death on last Sunday included finding sequence of events into the tragic death and role and responsibility of the college authority.

After the report is submitted to the government stern action would be taken based on its recommendations, he added.

9-year-old Kachroo had died on Sunday night in a hospital in Tanda due to severe injuries suffered allegedly during ragging by four of his seniors.

The Dr Rajendra Prasad Government Medical College Tanda in Kangra district, about 20 km from here, has expelled four students involved in the death of Kachroo.

The four students – Ajay Kumar Verma, Naveen Verma, Abhinav Verma and Mukul Sharma, except for Ajay Kumar Verma who is an intern, have been expelled for two years, the new principal of the college Anil Chauhan said.

Their expulsion would be reviewed after two years. Kangra Superintendent of Police Atul Kumar Fulzele said that based on the post-mortem report, the four students presently under police custody have been charged with 302 of the IPC (murder).

The autopsy report revealed that Aman's death was caused due to head injury, the SP added.

Meanwhile, the NSUI, student wing of opposition Congress in the state, held an agitation in the college on Thursday demanding registration of case against the previous principal and warden of senior's hostel.

Congress has also sought resignation of Health Minister Rajeev Bindal over the issue.

Chauhan, who on Tuesday last took charge of the college from Suresh Sankhayan who had resigned in the wake of the episode, said several immediate steps have been taken to stop ragging in the college and improve the environment.

Two security guards have been put on duty in place of one earlier in the first year hostel besides process is on to install close circuit camea there, Chauhan said.

Only students holding 1st year students I-cards would be allowed inside the hostel besides an additional switch of the siren fitted in the first year hostel would be installed near the seat of guard. Previously, there was one switch near students’ room which was found broken, he said.

Chauhan said a special session of Art of Living was held in the college on Thursday to help the students to cope with the aftermath of the death.
