Bhubaneswar, March 12: Terming ‘unfortunate’ Congress leader Rahul Gandhi’s secret night visit to naxal-infested areas in Koraput, Orissa Chief Minister Naveen Patnaik on Wednesday sought stern action against persons responsible for serious breach of security guidelines for the VVIP.

Making a statement in the State Assembly in reply to a special mention moved by BJD members, Patnaik described the unscheduled visit as an “unfortunate” development and said the associates of Gandhi had drawn up the night visit programme in consultation with an NGO.

“The programme was conducted in severely naxal-infested area without informing the state authorities or the local police,” the Chief Minister said.

“It is learnt that Gandhi reached the village Kandha Pungar at 9 pm on March 7 and was present there till 11.30 pm.

It has also come to the notice of the state government that Gram Vikas, an NGO, and one S Kumar, a retired IAS officer of Meghalaya cadre and a member of Rajiv Gandhi Foundation, were involved in the arrangement of such a visit,” he said.

Describing the “unscheduled” programme as a clear violation of the instructions laid down in the circular issued by the Ministry of Home Affairs (MHA), Patnaik said the circular laid down that any programme undertaken in night time, especially in sensitive areas, necessary security arrangement should be made by the Superintendent of Police.

Similarly, Patnaik pointed out that the guidelines prescribe that regular contact with the district police authorities should be maintained by the escort party of the visiting VIP.

“None of the instructions have been followed in this case greatly jeopardizing the safety of Gandhi,” Patnaik said.

On 3rd December 2006, Rahul Gandhi was camping at Amethi along with 7 others including 4 foreigners, Around 9 P.M all of them were drinking liquor at a V.I.P. guest house in a high security zone. They had an uninvited guest, a young girl named Sukanya Devi, 24 years of age, a staunch follower of Nehru-Gandhi family and daughter of Congress worker Balram Singh. Rajiv Gandhi and his friends gangraped her. On Feb 7th 2007 the Intelligence Bureau goons were sent by Sonia Gandhi conducted 'OPERATION BANGLA' in Amethi. They have detained 15 people in the Rahul Gandhi rape case. The goons in the Operation Bangla was made up of mostly Congress goons and some Intelligence staffs. A perfect example of Italian Mafiosi Sonia's Intimidation tactics to kill the truth. Atmosphere in Amethi is grim and filled with tension. Around 80 Congress goons and Intelligence goons from Delhi picked about 20 persons. They claim themselves to be IB personnel. They have rounded up all the individuals who spoke on camera few days back to a Delhi based Journalist regarding the Rape victim Ms.Sukanya Devi That video was available at youtube.com
