Ramadoss does it again: Staff smoke, fine for cos

New Delhi, March 20: Individuals smoking in their offices will now invite penalty for their institutions as part of the Union Health Ministry's crackdown on smoking in public places.

"If one person is caught smoking, the fine would be Rs 5,000 for the institution, if two persons are caught it would be Rs 10,000 while if three persons are caught it would be Rs 15,000," Health Minister Anbumani Ramadoss told reporters in New Delhi on Thursday.

As part of the plan, the government is also planning to increase the fine on an individual smoking in public places from Rs 200 to Rs 1,000, he said.

Expressing concern over the increase in the number of smokers in the country, he said the ministry has recommended the formulation of a comprehensive Tobacco Control Policy and its effective implementation needs to be initiated.

"There is a need to increase awareness among teachers, students and community leaders," he said at the release of the Global Youth Tobacco Survey and Global School Personnel Survey for 2006.

Observing that the high prevalence of tobacco use among students and school personnel is alarming, the survey said indication of increasing use among girls in some regions is a matter of concern.

Between 2003 and 2006, the period under consideration in the survey reveals that smoking pattern did not change nationally among students in the age group of 13-15 years but significantly increased in the southern and northeastern region.

Currently use of tobacco products by students in the age group of 13-15 years other than cigarette has not decreased at the national level but has increased in the central region, the study said.

No significant change in current tobacco consumption by boys and girls was seen in two of the six regions in 2003 and in sale of tobacco to minors at the national level during 2003-06, it said.

It further goes on to say that overall prevalence of teaching in schools about the dangers of smoking has not changed but increased significantly in the eastern and northeastern region.

Exposure of students in the age group of 13-15 years to cigarette advertisements on billboards has not decreased significantly at the national level but has decreased in the northeastern region, in particular.

Percentage of free distribution of cigarette samples to the students of the age group of 13-15 years has also not decreased significantly at the national level including North but has increased in the eastern and southern region.

After Mr. Ramdoss has assigned the office of the Minister, he has done all sort of arm twisting in the AIIMS, Delhi which the reasonable people of India felt he was catering for his EGO. From the newspapers all the people of the world know that an epidemic is far looming in state of Kerala. THe minister there is doing nothing but issuing statements after statements. The central ministry under the 'able' leadership of RAMADOS has not seen or heard any thing at all. He was behing the director of AIIMS rather than looking after the affairs of the health sector which he was given tolook after. We the people of India Know this drama is for milking the cigarrete manufacturing companies as the election is round the corner. We know that the minister is least concerned about the health of the million people who smokes the smokes emitted from the age old companies which are being run by the out of date machinery. Let him do some thing with regard to the manufacturing companies.

This minister Ramadoss is a burden to the Indian Government. We can read between the lines. He wants the Cigarrette making companies to pay him hefty sums to withhold such a legislation. We feel that the election is round the corner and all political parties need money for buying votes.All have seen what his mentality in creating havoc in the IIMS management. The minister cannot fool teh general public from now on. Thankyou.

Good decision. But in our country there are quite a lot of things to be done for the cleanliness and the health safety. Mosquitoes are causing dangerous health hazard. The root causes such as open drainage systems have to be rectified. Let the ministry take useful decisions to improve the country and not only for the name sake of some individuals.

Else doing this circus why can’t you ban cigarettes companies. Then matter comes on Tobacco formers and employees of these companies. Each and every problem has its own solution. If we ban cigarettes companies defiantly the employees of these companies will come on strike but how many days they will do. After some time each and thing will solve itself. What about The revenue which is coming from this product ? A real business man will not keep quit. If one product is banned and he will star another business in which he will get profit like this only. Then directly or indictly govt will get its revenue. But its will take some time.

By imposing increased fines either on the individual who smokes,or the growers of tobacco or the companies which manufacture cigarettes, the severity of punishment is not going to produce any appreciable detering effect on a practice that existed from Adam's times. Better still, close down the plantations and the cigarette manufacturers, never mind if millions of workers lose their income as a result. If Ramadoss'logic in dealing with the issue of tobacco smoking is accepted, India should also act to destroy the terrorists across its borders which serve as secure havens to launch attacks from against innocent citizens. Ramadoss should recommend a more realistic approach to tackle the issue, bearing in mind tobacco smoking cannot altogether be eradicated no matter how stringent the punishment is.

If our honourable minister is really thinking good on our future generation, why not he think on banning the manufacturing of these tobacco related products?. Is this mode of generating revenue to the government through fines? If so, it is highly appreciable as there is a dual revenue. One through the sales of these products and the other through the fines, else stop producing / selling them. All these rules are made to break over a period of time as like the helmet-usage?

It is a move in the right direction and I am not saying this because I hate smokers. But it has been seen that these measures of reducing access to smoking would help by cutting down second hand smoking. Remember that there are many who are allergic/uncomfortable around smoke, especially bad for children and pregnant women! I understand the anger of the smokers, but I am happy that it may save some lives. As for the comment about doctors smoking, it is mostly the very young docs who smoke, especially the ones who started smoking either before they got into med school or before they were mature enough to hold their degrees (been there done that!). But this is neither a reason nor a comment to be quoting/being proud of, and many medicos do stop smoking after a certain time period. I hope raising taxes is also in plans, as that is widely seen as a better measure for reducing the prevalence of smoking.

If he or any ogvt for that matter have guts then they should have roadmap to eliminate tobacco from the market in certain time frame. Stopping smoking at public place is good a good move but it will not be of much use as availability of tobacco is tremdous in all forms.

Considering the very serious health and economic consequences of smoking, strong measures to discourage smoking should be welcomed. Since it is now well known that secondary smoking can also cause problems, smoking in public places should be banned and offenders punished. Of course, all help should be rendered to those smokers who want to quit. The minister should be commended for his bold actions.
