Rice in Pak, demands 'tough line' on terror

Islamabad US Secretary of State Condoleezza Rice made an unannounced trip to Pakistan on Thursday to urge the Pakistani government to take a "tough line" on terrorism in the wake of last week's militant attacks on Mumbai.

"The global threat of extremism and terrorism has to be met by all states, taking a very tough and hard line, and so that is what I am going to discuss," Rice told reporters travelling with her from New Delhi to Islamabad.

"Pakistan has to determine its own response here. It just needs to be a robust response and it needs to be effective," she said.

India has blamed groups based on Pakistani territory for the attack by a band of gunmen which killed nearly 200 people, including six Americans, in the country's financial capital.

Rice was going to meet army chief General Ashfaq Kayani first at army headquarters in Rawalpindi, before holding talks with President Asif Ali Zardari and Prime Minister Yousaf Raza Gilani, the leaders of an eight-month-old civilian government.

She said she was not acting as a go-between with New Delhi, and said the onus was on the Pakistani leadership "as a whole" to tackle the threat of terrorism.

"I am going there to talk about a Pakistani response, not to carry messages," she said. "This is not a matter of the international community somehow in juxtaposition, or against, the Pakistani government."

Rice's visit to Islamabad followed one by the chairman of the US Joint Chiefs of Staff, Admiral Mike Mullen, on Wednesday.

America's top military officer urged Pakistan to investigate all possible links between the Mumbai attacks.

In a thinly veiled reference to the Kashmir-focussed militants suspected of carrying out the attack on Mumbai, Mullen also encouraged Pakistan to act against jihadi groups everywhere, not just in regions bordering Afghanistan, where Pakistani security forces have been fighting tribal militants, the Taliban and al Qaeda.

Rice met Mullen for breakfast in New Delhi, to hear his impressions from meetings with Pakistani officials.

"He really, I think, got a sense of the commitment of the Pakistani government to the public messages that they have been issuing," Rice said.

Pakistan has condemned the assault, denied any involvement by state agencies and vowed to work with India in the investigation.

A confrontation between the South Asian rivals would undermine U.S.-led efforts to bring stability to Afghanistan and defeat al Qaeda.

Pakistani security officials have said they could feel forced to abandon the campaign against militancy and take forces away from the Afghan border, where they are fighting al Qaeda and the Taliban, and move them to the Indian border if tension increases.

Rice in Pak, demands 'tough line' on terror by N.V.SANKARAN on 05 Dec 2008

I think the visit by US Secretary of state Ms. Condoleza Rice and all this flurry of activities will end up in some diplomatic jingoism and when the atmosphere cools down, there will be no real action. See the response from the Pakistani government!!! They have already refused to hand-over the terrorists to India, despite Ms. Rice’s call to co-operate. US will not act, because they need Pakistan as an ally for their fight in Afghanistan. In fact, the US sent Ms. Rice to sweet talk India not to go on the offensive to destroy the terror camps in Pak territory. This is proved from her softening stand after the visit to Pakistan yesterday. India should take Israel as an active partner in action for demolishing the terror camps in Pak territory, because of five reasons. 1. They have the best intelligence network in the world. 2. They have the maximum experience in fighting terrorism. 3. Once they launch their action, they go ahead with the single minded resolve to finish the job, unmindful of any external pressure from any part of the world. 4. Once Israel gets involved, it will ensure that the western powers, particularly USA and Britain also participate in the action. 5. Israel also wants to avenge the death of their people in the Nariman House. We need not worry much about the Islamic Nations. They are not going to help anyway. Otherwise, there will be no action at all. This is not to belittle India's capability in field, but the country needs allies when taking actions outside its territories and there can be no better ally in this world than Israel. Of course, this option will not be acceptable to the secularists inside and outside the country, who are always trying to confirm the perceived existence of "Hindu Terrorism" instead of accepting the reality of Global Islamic terror. It is shameful that a large country llike India should depend upong the cunning USA for support . It appeasrs the GOI wants USA to compel Pakistan to take some action agaionst terrorists operating in Pakistan.USA is only makeng a show of solidarity with IIndia. The only acttion that India can take iis to break all dliplomatiac and other relations with Pakistan and shed all fancy dreams of having any friendship witrh that counrty in future.

why we need pakistan by ajay on 04 Dec 2008

I do not understand wht these politicians have to do with the pakistan. why can not they start by cutting all links with them. if u think need them for business they are bankrupt. if you think u need them as brother they send terrorist to kill you. if you need them for the sake of anyone who stay in India but love Pakistan, then tell them to go and live there. Let the India be for the Indians.

We're sick of this American nonsense by Anurag Pathak on 04 Dec 2008

Same old bloody rhetoric, nothing new and we're utterly sick of it. The US is once again down to the SAME OLD dirty tactics - sending top diplomats to South Asia, holding back India, securing mere 'promises' from Pak... Have we not seen this thousand times before? What's new?? We wanted some concrete action, such as Pak handing over hard-core terrorists to India. That has not happened, so India must take military action now, as per the Pranav Mukherjee's earlier statement.

Pity indians by R.Murali on 04 Dec 2008

Indian politicians having done their job now they do not know the next step to raise their voice against Terrorism. Is it going to be the pity of all indians in future also, as the outcome for the Bombay terror attack drew a blank except confirming solidarity to fight against terrorism by all useless politicians like PM Zardhari and US seceratary of state.

EYE WASH ACTS OF USA by subburaj on 04 Dec 2008

This whole exercise by US is going to be an eye wash exercise as did in the past. She came here to pacify us and nothing more than that. THIS IS NAKED TRUTH and our countrymen, as usual will forget this mayhem soon. Nothing is go to happen in India's favour. Finally mere exchange of words in media going to remain as did in the past. We are going to receive many more terror attacks from Pakistan in future too. What ever so called proofs which we are showing not enough to book this 'Mother of all terros'r country. Those proofs are unknowingly left links of ISI's meticulously planned attacks. USA is backing them and INDIA can't do anything on its own. JUST KEEP QUITE.

Terrorrists Attacks by Muhammad Afzal on 04 Dec 2008

Dears I am from pakistan, We strictly condemn the attacks on Mombai because World has lost human life's. This Earth does not know that whether the blood of assassinated people belongs to Muslim,Hindu,Jew or christin. Universe is not made for such kind of stupid things. Where blood shed of innocent people and humanity mourns. Extermists are always their in Muslims,Hindus,Jews and in Christine. One cannot decline this statement. Their is only one solution, do not harm others(Muslims or Hindus) if you want others dont harm you. Peace and love are the symbols of progress.................Message from Pakistan for their Indian Brothers

Disproportioned compassion by romesh.sharma on 04 Dec 2008

Dear Afzal, that is how Indians ,especially Hindus, feel. The cause of bitter feelings and antipathy of Indians is not with common people of Pakistan but from where the crime originates and who are nurturing terroists.Naturally they are Pakistani (most of them)leaders who are existing through this policy of hate, crime, envy and terror.Pakistanis must get rid of such political adventurists and the Military infested with ISI-the mother of whole problem.Being radical or fanatic is not that bad as it sounds but this has to be within the limits of own person and private. To adore own religion doesn't mean to abhor others or devalue others.Just look back only a decade before there was no Hindu extremist but there too its growing and the reason is known and cause is reactionary.Let us hope some day ISI like malevolent groups are dismantled and conflicts are settled peacefully.

Rice shuttling an old policy--- by romesh.sharma on 04 Dec 2008

Rice shouldn't have gone to Pakistan if she was really serious to make Pak realize about annoyance and anger of inaction and non-cooperation.Her going there ends with the same diplomacy from where it started eight years before which is double-standard and anti-Indian interests.Asking Pak to check terroism, mostly said pressure on Pak,had never brought any positive result and sincere action from Islamabad. With smiles on ugly faces of deception they will have good dinner and then all is forgotten.USA has its own deep strategic interest in that region is confirmed by Mrs Albright just couple of days before while India is being used by the Americans. This civil nuclear energy deal has far more intrigues involved through which the US will grind its own axe. What happens to India is of least interest for them.To bring stability in Afghanistan there is no need of US and NATO forces to be there. Moreover US will never succeed to its expectations. Pak is the only beneficiary. No US intervention.

Rice in Pak by Kishore on 04 Dec 2008

Well, Rice is wasting her time really. There is no threat of war any more. Why would Pakistan Govt rock the boat doing anything with the vast anti India, anti West, Islamic fundamentalistic, madarasa trained pak citizens?

secure ur own country by deep on 04 Dec 2008

i am an indian and would like to say that we should secure our own country. be strong. no friendship with pakistan, we don't need them. we can't trust them. history is example. if our borders are secure they can't do any damage to our country. i think pakistani govt. do want to help, they do want to progress like india, but they are under too much pressure from these terrorist groups and even in the military they have terrorist sympathisers. so we don't have any hope from them. the best possible way forward is to be unite within our own country. and stay away from pakistan. completely cut off from them. no trade, no relationship, no cricket nothing. just look after our country, secure our borders and improve our intelligence, strict laws for terrorist activities. ban all the religious fanatic groups. we have so much to look forward to. don't spoil it. be one, be indian first and then anybody else. jai hind

Rice double-standard meeting with the terrorists by rajmohan k on 04 Dec 2008

So, Rice has gone to meet with her terrorist ally? It is stupid on the part of India to trust and believe these Americans, who are directly and indirectly supporting the terrorist nation, at the same time condemning terrorist and vowing to fight terrorism. It is high time that India stops consulting America on course of action to be taken on its internal security. Stop trusting America. And consider Pakistan an all time enemy. They will never change. Pakistan will only and only love to remain and known as a terrorist nation.

Rice in Pak by undefined on 04 Dec 2008

Usa has to see it now that Pakis fight on both the fronts. They have taken money to fight the terror war. USA has paid tax layers money.Do u not see that the whole world knows that this is a stategy to run away from promises as oak army can't defeat the terrorists might and they don't want to pursue it. USA has to kill from their land.Pakistan has been paid for fighting and have taken billions to fight terror. USA has to see that Pakis fight now their last war .

Exchange by Nautankee on 04 Dec 2008

Ms. Rice, you are absolutely right, Pakistan has to take hard steps to fight terrorism. They should deliver the top terrorists like Dawood Ibrahim to India, and in return they can have Advani, Ashok Singhal, Bal Thackarey etc. for plaing very primitive roles in India.

Rice in Pak by sharad V BOKIL on 04 Dec 2008

From a us perspective, what Ms Rice says is understandable. But Gilani's Govt is too weak to act against Jihadi Groups The gilanis govt cannot tackle internal terror strikes . To expec that they should act against its externalization is a pipedream. If the US is serious , now that its own citizens have been targetted, a solution lies in multi lateral force.bypassing the Gilani Govt.International issues require international soluitons. In developing countries including India, delivery systems of collective goods and services in all areas have failed because work is turned out through alliances and not through arms-lengh and enforceable Rules and Regulations . as in the West. Nobody, including top senile politicians and highly placed bereaucrats work in national interest. It is the same story elsewhere. It is no wonder that neither Pakistan Govt nor Indian could prevent . Mumbai Carnage because both lack moral order needed to support Democra cy and the Rule of Law . .

POLITICAL COWARDS AND TERRORISTS by B S GANESH BANGALORE on 04 Dec 2008

blame it on us by shyam on 04 Dec 2008

US will ask us to restrain . Any war with Pakistan is going to destabilise that country and push it deep in to the grips of Jehadi ideology . I believe we need to give Pakistan a chance . before blaming pakistan we need to know why we are not protecting our people . I could see our defence minister walking around in a blanket . I have seen him in Mumbai broking the deal for next CM in Maharastra as a Observer of COngeress? Is is spending the time there or is he spending the time with the defence people to chalkout plans to resque our country ? .We cannot have security in our country as long as we have inefficient ministers who have no persepctive at all ..God alone save this country

Indian Politics by ravishankar on 04 Dec 2008

Y'day, I saw the press conference of Rice,Pranab and also some clippings of "Ideas for change". It is pathetic to note that, our politicians are completely out-dated.In addition, from the corruption perspective, they are in 23rd century. It is really shame to Indians that, we have gone to such a low level of even making money in bullet proof jackets. Media did a very great job exposing all loose links within us. Rice rightly said that, first we need to tighten our security and if we do that, then automatically we can control terrorism. In a way, what Pak's president claims is also correct. Just mere names won't do. We need to provide substantial proof about the origin of such terrorists. I would advise, parliment to look at the age of retirement age of politicians as in our govt employment, we say that, at 58 or 60, body will not be fit enough to perform (just office work). If that's the criteria, how coem politicians in 70's/80's can fit into the req. of safeguarding country?.
