SC, ST funds: CAG indicts state for bungling

Kolkata, April 18 The CAG report for 2007 has highlighted West Bengal’s poor track record in implementing Central schemes for the benefit of Scheduled Caste and Scheduled Tribe students.

Take a scheme to provide special coaching to SC/ST candidates introduced in 2002-03. The allotted money remains unutilised and in some cases double payments were made to students who were already receiving funds under the state government schemes.

The CAG observes that in Purulia, no coaching centre was set up although a grant of Rs 6.84 lakh was allotted to the District Welfare Officer (DWO).

In Birbhum, the scenario is almost the same. No teacher was identified nor was any coaching arrangement made in any school. This, despite students enrolling themselves for coaching. Between 2002-2006, the official made payments of Rs 15,000 per year to each of the 98 SC and 43 ST students who had enrolled. But no coaching was given to them, which defeated the very purpose of the grants.

In Jalpaiguri, Birbhum and Bankura districts, special coaching at the cost of Rs 54.48 lakh was provided to 122 SC/ST students to prepare them for competitive exams for engineering and medical courses. But no data was compiled to keep track of their success rate in those examinations. Public money to the tune of Rs 2.45 lakh was wasted in paying hostel charges for 61 SC/ST students of one school in Coochbehar. But they did not stay in any hostel between 2002-06.

    Reddit

    Reddit allows users to submit news articles and other online content to the site. Users also give articles a thumbs-up or thumbs-down. Reddit then uses those votes to build a user profile and to find articles to recommend to you. Users can also submit comments on items posted to the site.
