Scarlett Keeling, 15, was found dead on a beach in Goa in February, and her mother was away in Karnataka then, according to police.
"I am worried at these reports and the police is deflecting the real issue and taking the focus away by saying that I neglected my daughter which is not true," Fiona MacKeown said.
"She was not alone and was under the care of a very responsible person. The police is only trying to cover up the case and I don't have any faith in them."
A police officer said charging MacKeown for neglect was a possibility but declined to say anything more.
"There are provisions under Indian laws to charge her with neglect," said Kishan Kumar, a senior police officer handling the case.
"That is a possibility, but we are not saying anything more now".
After Scarlett's death, police said the teenager had drowned after taking drugs, but changed their statement after her mother complained and a second autopsy suggested she had been raped and murdered.
They also arrested a man suspected of raping Keeling.
Police officers said they were planning to take x-rays of Scarlett's bones to determine the exact age of the teenager, which her mother said will only delay the case further.
On Tuesday, Goa's chief minister, Digambar Kamat also accused MacKeown of neglecting Scarlett, while speaking to reporters.
Under Goa's child protection laws, neglecting a minor is a serious offence and carries a prison term up to six months and a fine, officials said.
Keeling's case is also the latest to highlight the safety of tourists in India.
Police have suggested Scarlett was perhaps a regular drug user, which her mother said was incorrect.
"She was not a regular drug user and was actually a very happy teenager," MacKeown said by telephone from Goa.
"We were a very close family and they are just trying to blacken our names."
Fiona MacKeown also insisted her daughter had been raped and killed, and that the two autopsy reports were similar, but police had suppressed evidence.
The first autopsy also revealed bruises all over Keeling's body, that her mouth was stuffed with sand and that she did not have enough saltwater in her lungs to indicate drowning.
"They have just added the word homicide in the second autopsy, nothing else."

It is true what has happened to Scarlette is unpardonable despite being a alleged drug addict and despite the possibility that she might have slept with many to get those drugs. However does any of our students killed in the US
Any lay person can see that Scarlet has been raped and killed. So why is it so difficult for our co called law officers to see it? there are bruises, her clothes have been found in the nearby bushes... what more do they want??? Why should the mother be charged for neglet??? if the mother is charged then maybe trusting a person is a crime.. and we all know that that Europeans in general when they give their trust to someone, they whole heartedly do that without a blink .. is this wrong?? everyone does that and so did scarlet's mother.. why go to such an extent of having another test done to check the right age of the girl inspite of the passport and other documents showing the right age???? the passport is a govt doc just because the gov in goa probably give out passports based on high influence without checking the documents i.e. the age or the name of any person can be changed in goa if they know someone inside! it does not mean the rest of the countries are the same..they do not have this sytem in the u.K. or the U.S. the girl is 15 period! and irrespective of the age, a rape is a rape and murder is murder... so why cant the authorities just take the right action in charging the cocerned including our police officers in this case?????
Goa police are clearly hiding something. Perhaps their dirty nexus with criminals, local administration and politicians. Facts so far indicate that they tried to hush up the rape and homicide by forcing forensics personnel to create a wrong report.Whom are the police helping every day anyway? Most Indians hate police, because Indian police throw their weight(literally) and threaten normal people. They work for the criminals and politicians who bribe them well.Has any corrupt police person been hanged ever? Will that happen? At best the police person may be transferred for a few weeks, and then gets back or gets another posting. Indians will do well to take these matters into their own hands, and deal with individual police personnel. Its not the police alone that can specialize in encounters. Remember India is an emerging economy, and for 15000 Rs common man can get a well used Berretta or Mauser.
this has to be happened,im sorry to say as a goan where every government sector ask money as a bribe in every organisation be it salcette panchayat or government offices,common people are really fed up in goa cos they dont have money to pay for the different sector bribe,this reality n this is fate for goa,nobody gets punished if he or she has a big bucks.
My symphathies are with Mrs. MacKeown. Have faith in yourself and God, you will get justice. What you can't get back, of course your beloved daughter. I am so sorry for that. It is unfortunate that for such heinous crimes, nexus exists between criminal, police and politicians of Goa. To me, Goa is a rogue place, foriengers should avoid Goa. Shame on Goa's criminal Congress govt. They are only expert in enjoy power by hook or crook.
Encounter Killng is speciliaty of martha/goan police and when they are about to be exposed,they will try to gether in for petty crime or even kill her in fake encounter.She need private securty cover for sure.It reminds me a case of 2 jiwi childern abducted at Gun Point by Air India staff( Lalit Kshirsagar fame) and shipped to dark hide out at satara.Satara Police when contacted issued fatwa agais encounter killing and tried to get him/her in for petty crime! My sympathies to Scarlett's mother as well to those hundreds of Indian people who fall victim to the corrupt system every day..

My heart goes out to this poor breaved mother. It must be hell to lose a child in a foreign country and then be at the mercy of the corrupt third world justice system and dealing with greasy scums in the form of police and local politicians. But i don't worry about the outcome. If this nonsense goes too far the UK goverment will start leaning on their indian counterpart - as they should, and once the pressure builds up at top all the underling bastards will quickly fall into line. There will be justice in the end. But only because the victim is a britisher. There is no such hope (for justice) for the citizens of this allegedly great country.
As a mother, I can empathize how you feel. My sympathize on your loss. How the hell they can charge you for neglect. In India throwing the new born babies on the street itself is not a crime. Take a video and go and shoot at any Rlwy station, bus stand or any matches-manufacturing unit (in Sivakasi- Tamil nadu; 90% of the employess are CHILDREN less than 14 years and are working with dangerous explosives). You will see children not only unsupervised BUT also work with dangerous chemicals. (both are gainst the so-called laws) However, our police are fully corrupt; equally our judges. the judge may say that you talk relevant to your case--We have learned this from British system and it continues while you have changed your laws and up dated, we did not. If it is in USA, you can still file a case in local court and pursue in India. A case was pursued and the criminal (again rape) was brought to USA. I am not sure about UK courts. But you can be at least secured as people like us jump to help if it comes to foregners (in news media) and I am ashamed to say that your news only appeared beacuse you are a foreigner. In India there are hundreds of cases that our NEWS MEDIA don't care even to recognize forget about publishing. That's India at BEST. It is humble but a horrible suggestion to bribe our police and judges to get the case move. Otherwise EVEN GOD cannot help you.
I think the crdibility of Goan Police is under a cloud and it shall be better if the probe is handed over to CBI instantly. This would send out the right mesage not only to Scarlette's mother but also to the rest of the world. It is also unusal for the CM and others to make comments on the case while the matter is under investigation. They should exercise restraint and ensure proper security for tourists.
