New Delhi In a pathbreaking step towards reforming India’s school education system, Human Resource Development Minister Kapil Sibal is considering doing away with the Class 10 Board examination, and setting up an alternative evaluation system based on percentiles, not percentages.

Sibal told The Indian Express: “The Indian education system which is marks-centered and examination-based is a source of trauma for both parents and children... knowledge, like everything else, should be user-friendly, and the acquisition of knowledge should not be a stressful exercise.”

Children, Sibal said, should not be judged by percentages with an emphasis on learning by rote, and the whole system of examinations should be looked at afresh.

“I am thinking of relooking at the necessity of having a Board examination for Class 10,” he said. “A child moves up from Class 9 to Class 10 in the same school and there is no reason for either the student or the parents to get traumatised by the 10th Board exam,” he said. As a first step, the HRD Ministry will consult state governments and state education boards, Sibal said. “I hope to move forward very soon and set up an alternative system of evaluation of students that is based on percentiles rather than percentages.”

The minister believes that it is for the students to decide which stream to follow in Class 11 rather than for the schools to force it on them. “Ultimately, it is the student’s aptitude that should decide whether he or she wants to study arts or science... not the school,” he said.

The statement is just to cause sensation rather than help students in way. The minister is talking about dealing with effects rather than cause. Why are we so much scared of exams and scared of failing in exams? Failing is considered to be a blot on ones academic record. So does minister thing that if he scraps Std-X board exams things will become different? Schools and colleges will find some other way to reject students.I feel the emphasis should have been on improving the quality of teachers and changing the examination format. The spirit of education should be imparting knowledge rather than competing. Its distressing to see that students take loosing a cricket match lightly but are terrified of failing in an exam. Why so? Its because they know that in case of a cricket match they will always get a second chance, which is not usually available to them in case of exams.

Rote Learning versus Thinking skills by Narayanan on 25 Jun 2009

I am happy to hear that the HRD minister has some refreshing idea. His dept officials hould consider meeting Ministry of Eductaion officials in Singapore. In Singapore, rote learning is discouraged

Excellent Decision by ANIL MATHEW on 25 Jun 2009

As a proud parent of two extremely talented children, i do not enjoy seeing them waste time trying to mug up completely irrelevant material to fulfill some board exam criteria. Childhood comes only once in life and should not be spent like this. It is almost a criminal waste of time and energy to spend on matter that is given undue importance.

It's a great move. Pround to have a Minister who understands and values a child's sentiments. Appreciate Mr. Kapil Sibel's initiative. Keep up the good work and help design an education system that's friendly, innovative and prepares a child for challenges ahead. rgds

Gujarat Board --> A BOON FOR GSEB. by A.SAXENA on 25 Jun 2009

The Hon'ble Minister's plan to restructure education is heartening, since they-->GSEB. do not have sufficient teachers to correct BOARD PAPERS of ENGLISH medium.GSEB can shift the same for 12th board.ITS TIME TO CHECK FOR HINDUTVA in education with gujarti students TOPPING MERIT LIST IN BOTH 10TH AND 12TH BOARD IN CURRENT YEAR EXAMS.Gujarati mediun teachers end up correcting english medium papers which brings down the result, since they are unable to give justice to the ENGLISH MEDIUM STUDENTS-->MAYBE HINDUTVA FACTOR IS ALSO WORKING HERE!!!!!!!!.

Exhamination system and egos by Chandrakant Marathe on 25 Jun 2009

Today I find parents and students boasting of marks obtained which are like 90 to 99 percent. If these children can score above 90% marks then India should have produced world scientists like Newton, Edison, Archemedis or top people in Engineering, Medicin who can really change world. Since this has not happened the exhamination system is wrong in India. Especially CBSC board. The assesment system also makes students and their parents believe that they are the best in the society and their children know everything. This leads to disappointments in future lives of these children because they do not have any capacity to take failures. It will be a wise decision to make students free from these funny percentage system which is not a real index of ones capability.

Class 10 Board Exams. by RN on 25 Jun 2009

This would be one of the wise decisions / actions from Mr. Sibal. We need educated personnel holding Ministerial positions to think towards the better future of the next generation. With the current system, many of the students who due to some unforseen circumstances fare badly during the academic year of their 10s that ends up in changing their entire future - after 10s you are directly diverted to a Science, Arts or Commerce stream. This should not take place. Many of the brilliant students who were aiming at science branch had to opt for other streams. If Mr. Sibal manages to scrap the Class 10 Board Exams, it would definitely be a blessing for many parents and students alike. Good thinking - keep it up.

WELCOME STEP BY 'HRD MINISTERY', HOPE FOR BETTER EDUCATION. by HINDUSTANI on 25 Jun 2009

After a long-long period, Government seems serious in changing our education system to some extent. in some states like UP, Bihar etc Education System is good for nothing. School buildings are in pathetic conditions, teachers visit only for salary. No accountability fixed at any stage of system. I hope the reforms will not be limited up to higher education only, primary level should not be left. JAI HIND...!!!

Excellent Steps ! by DEBASIS SENGUPTA on 25 Jun 2009

This is an excellent and innovative steps so far thouht by any minister in last 25 years. I fully endorse the idea put forward by Mr. Sibal. The only worry part is the governance model of implementing the idea. Also, the nexus of coaching classes (where teaches and businee man are involved) will allow this thing to happen, may be lot of MPs and state ministers will be affected. However, I have confidence on Mr.Sibal and he should not look back and at any cost he should implement this great reform. All children will be benifitted and in the long run the education system will be purified.

for the 1st time, HRD ministry is thinking beyond its routine business by real bharatiya on 25 Jun 2009

Mr. Sibel is very true. There are many schools that forces to the students to select the subject or stream of their choice. My daughter is studying in Indian school in Jeddah. The school is very big with 10000 students

Reduce stress through technological solution to clear it , dont just scrap the standards by pradeep kumar on 25 Jun 2009

That way you can term any exam as traumatic for not so serious students. Throwing them straight way to toughest challenges of three four months of 12th Exam

education system by suryaprakash on 25 Jun 2009

indian school, education system is distincted from other countries, as evauluating student performance.Indian parents are more cinscious abou percentagge they get,now a days trend changed they are focusing on i proffessional oriented courses either engineering or medicine. competion is very unhealthy at the cost of student life somtimes, here in the name of percentage and perfotrmance private training institutions and corporae schools are minting money. In Andhra Pradesh situation is very pathetic, rigt from first standard students trained in the name of IIT OR IIIT,competion increased like anything, out of concept schools are developed. Education meant to cultivate knowledge knowledge but not pressuron student,it should not play with his life.I t is right time for Governament to introspect and to controll private instititutions, and coporate schools.

A better option to reduce stress by Baskar on 25 Jun 2009

This strategy is very CBSE centric, if you really want stress reduced ask all boards, institute one Engineering and Medical entrance exams and give out ranks based on percentiles. Conduct such entrance exams in all official languages of India based on the state government's preference. Eliminate the undue advantage the Hindi belt enjoys in this area due the tests being in Hindi. Eliminate copying particularly in UP/Bihar in these tests. Then all states will agree and things will be stressful. Everything else will be just a bandate. The system requires surgery

Indian Education System by Lax on 25 Jun 2009

Great... Its reallya welcome intiative... we seriously needs a pragmatic and thinking HR Minister like Mr. SIbal to revamp the entire educational system in India.. Good Luck Mr. Sibal..

Much needed reform by phani on 25 Jun 2009

Any change will be better than the existing system in India. Children ought to enjoy themselves studying gathering information/knowledge to move forward. Sports should also be given priority and the dogma of the thought that "only through studies will one succeed" should be overcome.

Admission to all no discremenation on the basis of Percentage, cast and religion. by Vinay Pendharkar on 25 Jun 2009

There should not be a cutoff line for science or commerc for 11th class students. Every body should be accomodated as per their choice of course and if required the number of student intake for the schools/ collages should be flexible so that nobody will be left due to this cutoff list drama. It gives immense pressure to student as well as parents. There is need to open more IIT's and NIT's instade of lot of private engineering collages.

Class 10 examination by Dr B Sundara on 25 Jun 2009

The Hon'ble Minister's plan to restructure education is heartening. The students in a sense are tortured at 10th and 12th standards. There is too much parental pressure to score high. The pressure also comes from the schools who want best result to project themselves. The students performance over the years may be assessed and ranked to promote him/her to a particular stream of education and profession. Of course the student's inclination and interest have to be kept in mind. The student need to be made well aware of the avenues they have well in advance so that they develop interest in some particular branch.

Great idea! by concerned parent on 25 Jun 2009

Thank you Express for carrying this news item prominently. I hope the new Education Minister comes up with more such good ideas to help children learn, rather than just cram for exams. This is a welcome step. More power to the Education Minister to take up bold initiatives like this.
