Reacting to the report in The Indian Express that there is evidence to show that China is building dams on its side of the Brahmaputra, External Affairs Ministry spokesperson Vishnu Prakash said: “We are looking into the newspaper report to ascertain whether there are recent developments that suggest any change in the position conveyed to us by the Government of China...The Chinese side (in the past) has categorically denied that there is a plan to build any such large-scale diversion project on the Brahmaputra river.”
The MEA spokesperson added: “During these meetings, the Indian side has taken up with the Chinese side reports about the construction of a large scale dam or diversion project in the Brahmaputra. The Indian side has conveyed that such a project may have significant impact on the socio-economic condition of people living downstream. The Indian side has also expressed the hope that the Chinese side will not undertake such a large scale project or divert the waters of the Brahmaputra.”
“It (the Chinese plan to build dams) will be a severe blow to hydroelectric potential in the Arunachal Pradesh region of the country where potential was estimated over 20,000 MW for the long proposed Dihang dam alone,” said Nayan Sharma, a senior water resource expert at IIT Roorkee, who has researched extensively on the Brahmaputra Basin.
Experts say that going by the description of the proposed Chinese dam on its side of the Brahmaputra, even though the proposed power generation appears to be low, the size of the dam appears to be “designed for storing water which can be diverted to meet its water demand.”
During the Expert Level Meeting last year, ahead of External Affairs Minister Pranab Mukherjee’s visit to China, Beijing refused to accept New Delhi’s request to increase the time period for sharing hydrological data from the present June 1-October 15 period to May 15-October 15 every year. It also refused to commit to India’s requests to establish two more hydrological stations for the Brahmaputra River for flood monitoring downstream in India.

If it is indeed true that the CHinese are Damming the Tsangpo(Brahmapurta),then it is of seriouis concern to India,but there is not much we can do to stop them from building the dam.If CHina refuses to come into a water sharing agreement with India without asking for humiliating conditions then India must 1)Reserve the right to build equivalent dams on rivers flowing throu India to China's best friend Pakistan,though linking Pakistan and China wouldnt be the ideal proposition..2)IN the event of China choking off water supply to the Brahmaputra,India should reserve the right to choke China's import of oil through the Malacca straits,even if it leads to an international crisis 3)Speed up the river interlinking plan in India 4)FOrm a consortium of countries of INdia,Bangladesh and South East Asian Countries receiving rivers form China for international pressure..5)Be prepared,militarily,to fight a war,overt or covert,with China if the need arises.
India should raise this issue with Chinese authorities and clear statement should make by Indian authorities it will against the India interest.Indian side will badly effect cause of environment and on economic also.Each china decision is effecting Indian authorities.china is not behaving like a good nebourer

Our top official and the country leader should wake up with the recent building of the POK region. They must not be fearful of their position concern in front of the nation security. There should be any compromise with the ongoing default issue of our sovereignty.2. The Chinese no longer felt it necessary to keep any of their dam building plans on hold with respect to India's concerns. Since India was going to build dams on the rivers in AP, China felt it could do so on her parts of the rivers and she is going to build 5 if the reports are true. This is much more important than Indians realize and the original newspaper report fails to take into account the severity of the impact. In 5-10 years time when all 5 Chinese dams are in operation the flow in then down-river part in AP will be reduced and the efficiency of any hydro-electric projects that have been built there. China also controlling the upper reaches of the river can choose how much or how little water to release from the dams. In times of drought expect the lower parts of this tribituary to be mud. There is currently nothing India can do as she has no water-sharing agreements with China and no proper de-lineated borders. You can expect more somber, serious border talks with China.
Has anyone considered that the commencement of the building the first of 5 dams across their upper part of the river by China in April this year may have been triggered by India? Hear me out. India approached the ADB long before April, 2009 for a loan for water development projects in AP (including damming of the Brahmaputra which would affect Bangladesh down river). The Chinese considered AP contested territory while the Indians consider it their territory. The Chinese raised the issue with the ADB but in Aug but the ADB approved the general development loans to India. China then managed to get many of the countries on the board of the ADB to agree to a “disclosure agreement,” which prevents the ADB from formally acknowledging and notifying Arunachal Pradesh as part of India. India subsequently stated that the water projects in AP would be self-financed. I would assume that while all this was going on the Chinese said to themselves, they want dams I'll give them dams. cont..

India needs to wake up to all china's activities in and around India. We need to do what is right for the country and protect its boundaries and yes show that we do have teeth. It no use saying we believe in Pancha sheela and be nice to the neighbors we've got to be ruthless to a ruthless regime which is oppressing its own people and won't think twice about its neighbors. We may have greater threats from China in the days to come, India Cannot cut loose or relax on any of the issues raised by Chinese Govt, but be equipped to confront at any point of time.
Chinese had expressed their intention to make a dam on Tsangpo long back (2007). This would be the biggest dam in the world. India did not bother about that. In any case, N-E India, which will be affected, is a remote place for most politicians and administrators. Then why this belated hue
Thanks to the spadework done by our excellent journalists in the media, the MEA has taken up the reported case of China building dams across the Tsang Po.It will, as pointed out,vitally affect the whole of our North East, besides Bangladesh and North Burma.Dangling of a carrot to share hydro-electric energy with those concerned will not compensate the advers effects of these projects. It is of immediate concern that a strong national consensus is reached in the Country, on China policy, before any topmost level meeting is even considered.Official level dialogues may continue with a strong note underlying them.Our gift to China of an enormous trade balance in their favour, has not elicited any trust in them.Our PM with his reported excellent rapport with President Obama will, no doubt succeed in winning him to take a note of the case , before the latter goes to China in November. There is too much at stake for the Country to stop at anything.

In the era when India has made massive strides in satellite technology, can't these diplomats utter a conclusive word about the state of affairs through their own sources. They don't even feel shameful to advertise their ignorance to the Indian public.Is the Ministry of Foreign Affairs dependent on Newspaper Reports to base its findings and course of action? These South Block honchos had let the road built up in Aksai Chin and now they would comfortably sleep over the construction of a dam on Brahmaputra !!! Hail the Indian Babudom !!! External Affairs Ministry spokesperson is looking for the media reports!!! Are Govt is sleeping, they dont have machinary to check the activity of our neighbour countries. Are they dont have courage to face the China?
Simple answer...our Satellites are Indian made and our politicians like only firangi stuff. Had we purchased the satellites from US/UK our politicians might think of using them...
Even though India has water and river-sharing agreements with neighboring countries such as Nepal, Pakistan and Bangladesh, it doesn't stop India damming and diverting rivers to the disadvantage of those same neighbors. With China, India does not have proper land borders de-lineated let alone water agreements with her. China damming the upper part of the river within her borders does not necessarily have to mean water diversion. Besides the electricity generated, China may want to use the water locally in Tibet, for flood prevention, or to store water for times of drought. Nevertheless in the absense of any water-sharing agreements between the two large countries, China would be within her rights to do whatever she wanted on her side with the rivers. Best for India to give up Tawang, settle the whole border issue, and get water guarantees in exhange.
