In a petition, giving his address as 39300, Civic Centre Drive, Suite No. 170, Freemont, California, USA-94538, filed through his son, Singh alleged that the investigating agency was "trying to help accused Jagdish Tytler by showing an adamant attitude to force Jasbir Singh to come to India".
Singh alleged that CBI had issued a notice demanding his appearance in Delhi on January 8, 2008. This was despite a request from Singh to record his deposition from the US as per legal provisions available for witnesses residing abroad. Besides, Singh claimed he received the notice via e-mail on January 4, four days prior to the proposed date of appearance in India. "The petitioner (Singh) was and is always willing to join the investigation, but the CBI is not co-operating with him and is putting up such conditions as would endanger his life and put him in financial and other difficulties," the petition filed through Sharat Kapoor, counsel for Singh, quoted.
He further revealed his inability to leave the US due to his temporary residential status and needed permission from the US State Department.
"The petitioner believes that CBI is adopting this procedure to avoid recording his statement and close investigation and give chit to main accused Jagdish Tytler... a powerful Congress Central ex-minister," it added.
