She will be given two weeks to explain why she had applied for the licence while she was aged 18 years and one month, when the mandatory age is 21 years, Gupta said.
Sources said former cricketer Mansoor Ali Khan Pataudi had used the gun in June 2005 to shoot a black buck, an endangered species under the Indian Wildlife protection Act, in Jhajhar.
The gun was supposed to be in police custody at Jhajhar after a case was registered against Pataudi but a renewal application was filed with the Gurgaon administration in Soha’s name in September 2005, and cleared in October.
The administration, however, had no explanation why the licence was issued. Gupta said, “We are not aware the same gun was used in the Jhajhar case against Pataudi, The Jhajhar Police have been asked to submit a report.”
He said the original file of the gun was missing from administrative records, and till the original documents can be found, no official can be accused.
Gupta said an FIR would be registered in the case of the missing file, and if any government officials come under the scanner after the inquiries, strict action will be taken against them.
“Based on the report from Jhajhar if any additional charges come to light against Soha Ali Khan or the police, they will be acted on,” Gupta said.
In 1996, Deputy Commissioner Devinder Singh had issued the licence numbered 1/dm/g November 1996, and in October 2005, a Sub Divisional Magistrate renewed it. According to records, the licence was to expire in December 2005. Gupta told Newsline that the age was not verified at the time of the renewal.
Gupta told mediapersons that the licence was initially issued for a 20 bore pistol in November 1996, and later cancelled and issued for a 22 bore rifle numbered 9150 in 1997.
