Jammu The Centre's ambitious project to make people aware of its programmes and development works by providing colour TV sets along with Direct-to-Home (DTH) antennae in areas uncovered by Doordarshan in Jammu and Kashmir has landed in a controversy in its very first phase of implementation in the border district of Rajouri.

The police have already registered a case against Mohammad Yousuf, a junior assistant at Darhal tehsil office after catching him sneaking two TV sets out of his workplace. Shamim Ahmed Mirza, the SHO of Darhal Police Station, said that the police have seized three TV sets along with DTH from unauthorised persons so far. Deputy Commissioner (Rajouri) Jai Pal Singh has ordered an inquiry into the matter.

Official sources said that 530 TV sets manufactured by LG had been brought to the border district last year as part of the implementation of the Central Government's scheme. An equal number of TV sets had gone to neighbouring Poonch district as well, they added.

As per the guidelines of the Union Ministry for Information and Broadcasting, these DTH-equipped TV sets had to be put up for benefit of all the local residents at anganwari or community centres in areas where Doordarshan signal was not available. The Revenue Department was made the nodal agency for implementing the scheme, sources said.

However, Veerji Hangloo, Programme Officer, ICDS (integrated community development scheme) in Rajouri, admitted that none of the nearly 1,400 anganwari centres across Rajouri district has so far received any of these TVs.

In Darhal block, the Revenue Department received 60 TV sets, 49 of which were distributed to the beneficiaries. However, alleging irregularities in the distribution of these TV sets, locals have already raised a voice of protest.
