The Delhi Dossier

New Delhi On February 25, Foreign Secretary Nirupama Rao handed over three files containing dossiers of terrorists to her Pakistani counterpart Salman Bashir. These three files are: dossiers of Pakistan nationals involved in Mumbai terror attacks; dossier on al-Qaeda commander Illyas Kashmiri; and dossiers on terrorists based in Pakistan and fugitives from Indian justice. The last file contains a list and accompanying profiles of 24 terrorists, including five Pakistan nationals, who are presently seeking refuge across the border.

While seeking cooperation from the Pakistan government for apprehending the 24 terrorists and handing them over to New Delhi for investigation and trials, India has accused these extremists in the following cases:

* Punjab Chief Minister Beant Singh assassination (August 13, 1995)

* Haren Pandya murder case (March 26, 2003)

* Satyam/ Liberty cinemas (Delhi) bomb blasts (May 22, 2005)

* Aurangabad arms haul case (May 9, 2006)

* Mumbai train serial blasts (July 11, 2006)

* Hyderabad serial blasts (August 25, 2007)

* Ahmedabad serial blasts (July 26, 2008)

* Delhi serial blasts (September 13, 2008)

Although Pakistan Foreign Secretary Bashir termed the dossiers as literature, the list, in some cases, details addresses of these terrorists in Pakistan.

Azam Cheema aka Baba (Pakistani national)

A resident of Hashmi colony, Multan Road, Bhawalpur with another residence at Chabbis Reve village in Faisalabad, Cheema is an important Lashkar-e-Toiba commander who figures in the UN-1267 list since 2005. Interrogations of arrested LeT terrorists revealed that Baba runs a small laboratory in his bungalow to impart explosives training to terrorists. He is LeT’s intelligence chief and was earlier involved in LeT’s training facility. The dossier says that at one point of time, Cheema was in charge of anti-India terrorist operations. At present in Bhawalpur, Cheema is an accused in the Mumbai serial train blasts case.

Nassar Javed aka Haji Nasir Javed aka Nassar Jawad (Pakistani national)

Although the date of birth mentioned in the dossier is March 1994, Gujranwala, Multan resident Javed is a LeT terrorist involved in operations and training of the proscribed group. The nephew of Hafiz Mohammed Saeed and close associate of Masood Azhar, Javed is the amir of all LeT training camps and facilitates arms training. In-charge of Jamia Abu Hurera, LeT office at Manshera, NWFP as well as Daura-e-Aam training of LeT at Umar bin Khattab, Javed was last known to be running operations from a camp behind Karakoram Hotel on the highway connecting Pakistan and China under the name of Aqsa Model School. Addressing a gathering on Kashmir solidarity day on Feb 5, 2008, Javed said: “Jehad was not just limited to Jammu and Kashmir; it would spread from Kashmir to other parts of India.”

Abu Aiman (Pakistani national)

Interrogations of arrested LeT terrorists indicate that Abu Aiman is an instructor at Daura-e-Khas (specialised terror training) at Mashkar Umal Qura training centre of the proscribed group. The dossier does not list either his address or his date of birth.

Syed Mohd Abdur Hashmi aka Abdur Rehman Syed (Pakistani national)

A 40-year-old resident of Lahore, Abdur Rehman is a retired Major of the Pakistan Army. He took voluntary retirement in 2003. His last known telephone number was 0322-4092180 and uses email identity rawsa1@hotmail.com. Married to Islamabad-based Ambareen Syed and father of three children, Rehan was earlier with the LeT. He is currently a HuJI commander and a close associate of 313 brigade in-charge Ilyas Kashmiri. He was closely associated with the planners and conspirators of the Mumbai terror attacks. Rehman was handling David Coleman Headley for attacks on Chabad Houses in India and also National Defence College. He was also closely associated with the activities of Tahawwur Hussain Rana, another accused in the 26/11 attacks. Major Rehman also provided funds to David Headley for surveillance of targets in India.

Major Sameer Ali (Pakistani national)

Sameer Ali is a Pakistani intelligence officer using telephone number 344-525-7300. This telephone number was found with David Headley, who was in regular touch with the Major. The Pakistani officer is known to be running espionage modules in India. Two of his associates, Nasir Ahmed Siddiqui and Mubeen Ahmed, were arrested in India in 2009 on espionage charges.

Amir Raza Khan aka Muttaki aka Mehboob aka Rizwan (Indian national)

The 34-year-old terrorist earlier used to operate from Dubai and Oman but at present is in Karachi as part of the ISI set-up that is aimed at targeting Indian locations using the Indian fugitives based in the port city. Handled by Cold Mohammed of ISI, Amir Reza has an Interpol notice bearing control no A-553-6-2002 against his name. The dossier lists the past of Amir Reza Khan including Partho Pratim Roy Burman kidnapping (July 2001); setting up of Asif Raza Commando force after killing of his brother and attack on USIC, Kolkata (January 2002) with the help of LeT. He along with Aftab Ansari and Bhatkal brothers formed the Indian Mujahideen, an affiliate of LeT, and was responsible for carrying out a series of bomb blasts in various parts of India. He had been instrumental in training of Indian youth for waging jehad and supplying funds and hardware for causing acts of terror in India between 2005-08.

Shah Riyaz Ahmad Mohammed Ismail Shahbandari aka Riyaz Bhatkal (Indian national)

The 34-year-old Karnataka-born terrorist, an engineer by profession, arranged delivery of 35 kilograms of explosives that were used in the Mumbai serial train blasts on July 11, 2006. He was the mastermind and responsible for planning, execution and financing of Hyderabad, Jaipur, Ahmedabad and Delhi serial blasts. It was on his instructions that three terror e-mails were sent to various media channels from Sanpada area (July 26, 2008), Matunga area (August 26, 2008) and Chembur area (Sept 13, 2008) by hacking the Wi-Fi network in Mumbai.

Iqbal Shahbandri aka Iqbal Bhatkal (Indian national)

The 42-year-old terrorist is the Indian Mujahideen ideologue. He masterminded the Mumbai train blasts and was also responsible for providing logistics for serial blasts in Hyderabad. Besides being actively involved in Jaipur serial blasts, Iqbal personally supervised the transport of IEDs/ explosives for Ahmedabad blasts and Delhi blasts. He is an absconding accused in all the above cases. It was Iqbal who had composed the three e-mails that were sent to news organisations. He has taken over the leadership of IM and is engaged in recruiting cadres for the terror outfit for carrying out attacks against India.

Dr Shahnawaz Alam (Indian national)

The 32-year-old Azamgarh-born Shahnawaz underwent arms/explosive training in LeT training facility in mid-2003 and returned to India via Kathmandu. He was involved in planting IEDs in Dashaswamedh Ghat, Varanasi (Feb 23, 2005), Mumbai local trains and in different locations in New Delhi in September 2008. He crossed over to Pakistan again after the incident and underwent training with the ISI in Karachi in December 2009.

Rasool Khan aka Party aka Habib Wali aka Sufi Bhai aka Suhail Bhai aka Moulvi Saheb (Indian national)

The Mehsana-born 48-year-old terrorist has an Interpol Red Corner Notice against him since September 1993. The recently arrested Sheikh Abdul Khaja aka Amjad revealed that the Haren Pandya murder accused had organised logistics for his deployment in Bangladesh from Pakistan. Party is under ISI control. After the killing of HuJI commander Shahed Bilal (August 30, 2007), Amjad attended the meeting organised by Party with ISI officials in safe houses. Party, the dossier says, acted as an interface between the absconding Indian nationals taking shelter in Karachi under the ISI. He is also involved in circulation of Indian fake currency with tacit support of ISI operatives including one Brigadier Amanullah Paracha aka Buddha.

Mohammed Abdul Aziz aka Ashraf aka Ukbah aka Gidda (Indian national)

The 45-year-old born in Hyderabad is a radical Islamist who stayed in Riyadh during 1989-1992. He was motivated for jehad by his instructors and underwent training in handling of AK-47 and grenades in Bosia in 1994 and in Grozny, Chechnya in 1995. He operated as a mujahid in Chechnya for about four months in 1996. He was involved in training of four youths at Hyderabad and procurement of explosives and detonators. He was arrested in August 2001 but jumped bail and took shelter in Pakistan. Currently under the ISI, he is facilitating terror attacks against India using other fugitives in Pakistan.

Syed Zabiuddin aka Zabi aka Zabi Ansari aka Kashif aka Aasif (Indian national)

The 34-year-old born in Beed, Maharashtra, is currently staying in Pakistan and is an active LeT cadre. Ansari was involved in the LeT-sponsored Ahmedabad railway station blast (Feb 2006) and Aurangabad arms haul case (May 2006). Zabi escaped to Pakistan via Bangladesh in 2006 with the help of LeT operatives Abdul Aziz and Amjad in Bangladesh. He is an accused in Aurangabad arms haul case.

Fayyaz Kagzi Zulfikar Fayyaz Ahmed aka Abu Amir aka Aamir aka Arsalan (Indian national)

Kagzi, 29, a resident of Beed, Maharashtra, was involved in a blast at Ahmedabad railway station in Feb, 2006 and Aurangabad arms haul case. He fled to Pakistan via Iran in early 2006 and is currently working with the ISI for targeting terror at India.

Mohammed Rahil aka Mohd Rahil Attaur Rehman Shaikh (Indian national)

Mohd Rahil, 33, a resident of Thane, is wanted in the Mumbai train blasts case. While based in Saudi Arabia and UK, Rahil Shaikh acted as a facilitator of messages and funds between Let’s Azam Cheema and his own brother Faisal Shaikh, another accused in the Mumbai train blasts. He also motivated a number of youth for arms training in Pakistan and arranged for their safe passage. In June 2005, Shaikh had arranged travel of Raziuddin Naser (under custody), a LeT operative, from Mumbai to Iran en route to Pakistan. He fled India via Bangladesh to Pakistan with help from the Shahed Bilal network.

Shaikh Masood Mehmood Ahmed aka Azhar (Indian national)

Another resident of Beed, Maharashtra, Azhar is an accused absconder in the Aurangabad arms haul case. He is currently working with ISI for promoting terrorist activities in India.

Mufti Sufiyan aka Mufti Saab aka Sufi aka Sufiyan (Indian national)

The 43-year-old accused in the Haren Pandya murder case was instrumental in causing blasts in the Ahmedabad municipal transport service buses on May 29, 2002. A close associate of Rasool Khan aka Party, Sufiyan is currently residing with his family in Nazimabad, Karachi, Pakistan. He is close to the JeM leadership in Pakistan.

Shaikh Ezaz aka Shergil (Indian national)

Another resident of Beed, Maharashtra, Shergil is an absconding accused in the LeT sponsored Aurangabad arms haul case. He is involved in anti-India terror activities under the tutelage of Pakistani ISI.

Wadhawa Singh aka Chacha (Indian national)

Apart from being accused in killing of police officers and other terror related

incidents in 1980s, the Pakistan- based Babbar Khalsa International chief masterminded the assassination of Beant Singh, then Punjab Chief Minister, using a human bomb. He is also the main accused in the bomb blasts at Satyam and Liberty cinemas in Delhi on May 22, 2005.

Mehal Singh (Indian national)

Brother of Sukhdev Singh Babbar, former BKI chief, he was involved in terrorist activities in the 1980s including attack on one Guriqbal Singh, son of Daya Singh, deputy superintendent of police of his village.

Lakhbir Singh Rode (Indian national)

He is the chief of the International Sikh Youth Federation/ Rode. In April 1984, the terrorist was involved in setting an office of a sugar mill in Moga, Punjab on fire. He continues to plot against India.

Paramjit Singh Panjwar (Indian national)

He is presently chief of the Pakistan-based Khalistan Commando Force/ Panjwar. Apart from being wanted in cases of murder, attempted murder and terrorist activities, Panjwar engineered a bomb blast at ISBT, Chandigarh on September 8, 2005.

Ranjit Singh Neeta aka Manpreet (Indian national)

Apart from a series of terror-related attacks during November 1999-March 2000, Neeta of Khalistan Zindabad Force also claimed responsibility for the Jalandhar bus stand blast on April 28, 2006. He was recently instrumental in pushing in an arms consignment into India for carrying out terrorist actions.

Jagtar Singh aka Tara (Indian national)

Involved in the Beant Singh assassination case, the 36-year-old escaped from Burail jail in Chandigarh in January 2004. He was the mastermind behind the murder of one Ruldha Singh in Patiala in 2009. He also arranged arms, ammunition and financial assistance for the terrorist modules.

Harminder Singh aka Raj (Indian national)

The 33-year-old was behind the bomb blast in Shingar cinema in Ludhiana on October 14, 2007. He is also an accused in a case related to seizure of explosives in Jagraon district of Punjab on December 30, 2007.

Delhi dossier to Pak is just a diplomatic formality only.Reality is that our foreign policy vision on terrorism is blurred because of domestic populism.These men in dossier know that Indian soil is also fertile for terrorism.But our politicians dont want see it.Tommorow our paramilitary may be engaged in all states to contain terrorism.without local ingedient, fanning from outside is not possible.

Whether the Govt.hand over dossier to or not, it does not matter.Pak is not going to act on terrorist. How can a master act against his loved ones (terrorist). These are financed, trained, and provided all type of logistic support for destablise our country. The foundation of pak is based on hatred against india. we should forget that pak will take any action against the perpetrators of terrorism.time has come to give befitting reply to enemies of peace.

after reading this one starts wondering if the Govt of India wants any satisfaction and security packet with Pakistan on terrorism.Where did this idea of such long list came from and thus muddied the waters. One should not forget that Pakistan originally refused to even accept these terrorist were even Pakistani While knowing well that they are all trained and sent by Pakistan army and ISI we expect Pakistan to admit their involvement. Who is the smart Minister or Secretary of foreign affairs with such mistaken and stupid ideas. No wonder Pakistan rejected and told that such dossier can be handed oveer to High Commissioner. No wonder no one in th world comes to help of India or even beleives. We are our worst enemies. When are we going to learn any Raj Neti or just go on blindly???

Literature (Dossier) to enemy(Pakistan) without actionable deadline is tolerance towards acts of war imposed on Indians. This amounts to incompetence for not being able to integrate J&K as part of India in two terms back to back of congress raj. Who is accountable and responsible for tolerance of these acts of mayhem!! Congress and BJP. Why do they allow J&K occupied? If they are scared of nuclear blackmail, shame on them, when people are saying "enough is enough". The incompetents have guts to say, "war is not an option", then what is the option besides "time pass"? People of India need to know what is the option and what is the solution?

India seeking cooperation hands over dossier to Paki diplomat. Why India should 'seek' can't we demand for a change? Paki is guilty as hell and both its government and mindless moslem fanatics that abound in that narco terrorist entity have an obligation and duty to yield to India's demands. India is not a weak and down trodden entity as was during Mughal or British raj times. We should exert pressure and force on Pakistan to accede to our demands rather than remain like a beggar seeking cooperation from a state that never was a state.
