Chandigarh, January 14 Balwant Singh – A Punjab police constable, who was posted as a gunman with a journalist in Punjab, was assigned the task to help Dilawar Singh (who acted as human bomb in the assassination) cross the security ring at Punjab Civil Secretariat and make him reach Beant Singh. Balwant Singh drove the Ambassador car and took Dilawar Singh to Punjab Civil Secretariat parking, where he parked the car in the parking opposite Haryana Civil Secretariat and finally sneaked out, after assassination.

Jagtar Singh Hawara – Jagtar Singh Hawara, who is considered the most-trained member of the Babbar Khalsa International terrorist group, headed by Wadhawa Singh, masterminded Beant Singh’s assassination. Hawara arranged the explosives and finances to purchase the Ambassador car from Delhi, which was used in assassination.

Lakhwinder Singh alias Lakha – A Punjab police constable, who was posted at the MT Section of Punjab Civil Secretariat. MT Section deals with the repair, fuelling and maintenance of official vehicles. Merely a few days before Beant Singh's assassination, he was put on duty with a former Member of Parliament as his driver. The day assassination took place, Lakhwinder had requested one of his colleagues to do his duty and he had reached Punjab Civil Secretariat, according to the assassination plan.

Shamsher Singh – A veteran of BKI, Shamsher’s house was a reliable explosives and terrorist hideout for the group. Hawara and others used to take shelter at Shamsher Singh's house and hide their explosives.

Gurmeet Singh – An engineer working with BPL, Gurmeet Singh was given the task to design the explosives' belt and give it a circuit for explosion. Gurmeet Singh, using his engineering expertise, designed the entire explosives' circuit and fixed explosives in the belt.
