Beijing, March 20: Stepping up its crackdown on spiralling pro-independence protests by Tibetans, China has arrested over two dozen people and claimed that 170 others had "surrendered" as it rushed more troops to the restive Tibet and nearby provinces where agitators attacked shops and government buildings.

For the first time since riots erupted in Lhasa on Friday claiming 13 lives in the worst ever protests against its rule in two decades, China said Tibetan inhabited areas of Sichauan and Gansu provinces were too hit by the unrest.

Shops and government offices were attacked in the Aba county on Sunday and a similar scene was replicated in counties of Xiahe, Magu, Lugu and Jone and Hezuo city in the Gannan Tibetan Autonomous Prefecture in southern Gansu.

The riots were "closely linked" with Lhasa, Zhang Yusheng, a spokesman with the Gansu provincial government was quoted as saying by official Xinhua news agency on Wednesday night.

Ratttled by the protests, China has ordered its "largest mobilisation" since the unrest began, the BBC reported adding 400 troop carriers and other vehicles were seen on the main road.

Two dozen suspects had been arrested in Lhasa for "endangering national security", looting, arson and "other grave crimes", the state-run Tibet Daily reported on Thursday.

Tibet regional government said 170 peeple had "surrendered" and most of them have admitted to committing minor offences, Xinhua said. Authorities had asked rioters to surrender by midnight of Monday promising leniency and warning of harsh action against whose who failed to do so. Pamphlets with "Tibetan independence contents" were in circulation in Gannan area on March 10, the day when monks led protests in Lhasa to mark the 49th anniversary of a failed uprising against Chinese rule in Tibet, and the Tibetans in exile in India launched "March to Tibet" to protest the holding of Olympics in Beijing, state media said.

Yelling "Tibet independence" and waving the flags of Tibetan government in exile, the protesters stormed into government offices, police stations, hospitals, shops and markets, local government officials said.

Lhasa, Gannan and Aba are struggling to recover, officials said.

Chinese government updated the toll in the violence saying 325 people were injured in the riots in Lhasa which also caused an economic loss of USD 28 million.

China has said 13 people were killed in the riots but the Tibetan government in exile in Dharamshala in India maintains that 99 people have so far died in clashes with security forces, including 80 in Lhasa.

Authorities have banned entry of foreigners to Lhasa while tour groups are allowed to travel to Tibet, though the region's tourism bureau has suggested that they defer their travel plans due to the unrest.

China yesterday said it is locked in "life-and-death battle" in Tibet and accused the Dalai Lama of inciting the riots while calling him a "wolf in a monk's robes".

The international community, including the US, continued to ask Beijing to hold direct talks with the Dalai Lama to resolve many of the outstanding issues.

"The Dalai Lama is not calling for independence for Tibet, he is calling for engagement with Chinese officials in dialogue. And we support that call. We very much want to see the Chinese speak with the Dalai Lama or his representatives to try and resolve many of these outstanding issues," Deputy spokesman of the US State Department Tom Casey said.

Asking China to exercise restraint in dealing with protests in Tibet, the senior Bush administration official said "we do not wish to see any loss of innocent life."

Sticking to its position, China has said it is willing to hold dialogue with the Dalai Lama only if he gave up pro-Tibet independence position and accepted Tibet and Taiwan as parts of China.

The monks-led protests began peacefully on March 10 but spiralled out of control and spread beyond Lhasa in the strongest ever challenge in two decades to the Chinese government.

Tibetans have waited too long by s c mehta on 25 Mar 2008

Chinese communist rule has proved to be the most despotic, intolerant and selfish; it refuses to listen to its own people and just cannot tolerate any sort of disagreement with their policies or laws. Even the laws have been so framed and imposed that the people are left with no choice of their own. What is the use of being ruled or governed if the people cease to have any say towards their own rights and their country's functioning. If the Chinese people had their choice or if they could voice their opinion ever, they never would have outrightly rejected the idea of invasion and annexation of Tibet at its very inception. No citizen of any nation worth its salt would ever think of depriving the other country's people of their rightful national spirit, honour, pride, aspirations and possessions. Chinese communist regime has always been over-ambitious and hegemonistic in the matters of its territorial and economic gains, by hook or by crook. Hope they give new hope to the Tibetan people

About Tibet and China by SLB on 20 Mar 2008

The Tibet Autonomous Region (TAR) of China is 472,000 square miles, while the historic Tibet region, which includes parts of neighboring Chinese provinces, is about 965,000 square miles. All this area of Tibet has been usurped by China since 1950.  Tibet had been effectively an independent country before Chinese Communist troops entered. Now the  Chinese communist rulers call Dalai Lama "a wolf in a monk's robe" and "a devil with a human face."  Greed and ambition have been the chinese communists' ruling passion, never satisfied with anything, always restless. They have been the worshippers of their lower selves, and do not scruple to deluge the world with blood to satisfy their senses. "The question is not whether these problems tarnish China's image around the world, but how much?" said Yan Xuetong, director of the Institute of International Studies at Tsinghua University in Beijing.

New world order by Natarajan on 20 Mar 2008

We are living in a world of Chinese imperialism and Islamic fascism. During the last world war, we were withe allies fighting the axis power because we were British colony. This time, thanks to CPM and Congress, we are easy target to both Chinese imperialism and Islamic fascism.

STOP chinese genocide in Tibet by Satindar on 20 Mar 2008

The old saying has proved itself. Agression unchallenged is agression unleashed.Chinese agression which resulted in annexation of Tibet went completely unchallenged. Chinese used ,bullying ,blackmail ,deception and used naiveness of Pandit Nehru (who was at that time gullible to false socialistic chinese propaganda and was too idealistic). This was the worst decision of Pandit Nehru. So the agression worked. this emboldened China to attack India in 1962 , then Vietnam and then ...??? China is behaving like Hitler's Germany. Whole world (in which India must play its role ) should unite to stop chinese agression and genocides which it carries out in occupied Tibetan territories .

Tibet violance by Gopalacharyaramadas on 20 Mar 2008

Please inform Mr. Yachuri and Karat about the individual freedom. They both do not know anything about the individual freedom. Mr. Jyothi Badu ruled West Bengal for 30 years and Nandigram is worse than the pre independence era. Just like Nandigram, in Tibet, in the retaurants Tibetans are engaged for cleaning the utensils and Chinese are doing the white colored jobs. Mr. Yachuri and Karat should first of all condemn this. gopalacharyaramadas

Condemn Chinese Imperialism by Anonymous on 20 Mar 2008

China went and occupied Tibet! So where is the logic in China accusing the Dalai Lama of seperatism? In fact the world should question China on its vicious imperialism!!

China wants peace and religion by Rajat on 20 Mar 2008

Lot of unrest is in the hearts of many states in China, they are quiet just because they don't want blood shed. China on the other hand imagines to control the world and gallop more areas like Arunachal in India by blood shed. The Chinese army hates the ruling govt. As lots of Chinese soldiers were killed as China inched towards ladhak and Aruncahal states of India. The China continued the show despite of large scale causalities. The Red army cried of loss of blood but China was a deaf year. only land they want, humanity is not liked by China. Killing religion is the part of communist agenda as they can do lot of cruelties against innocent people without having any stick of religion and media force lying over their head. They want to kill religions of all forms and the dying culture of China is the biggest example as people are moving away from traditional vegetarian diet to eating hell amount of cruel/dead food. Let stop somewhere as hate is not good for your own health China.

Tibetans by Tibetan on 20 Mar 2008

I think Dalai Lama is a biggest hypocrite and is fomenting trouble in Tibet. Dalai Lama is running a govt in exile from his office in Dharamshala in India. His monastries are churning out Tibetan terrorist in India. India has been supporting him to carve out seperate state from the chinese rule. India should immediately stop thier support to Dalai Lama and he should be deported from India to face criminal charges in Tibet.

Anger is bad by Rajat on 20 Mar 2008
