The report, which was released by Tenzin Norgay, a TCHRD activist, claimed that the centre monitored the developments and documented alleged violations of human rights taking place in Tibet. The report alleged that "cases of arbitrary arrest and detentions have almost increased threefold in 2007 as compared to 2006.''
The report said "in the so-called Tibet Autonomous Region (TAR), Kardze region outside of the TAR continues to remain the most volatile Tibetan area in terms of political developments for several successive years now''. It said about half of the total known cases of arbitrary alleged arrests in 2007 had come to light from Kardze region alone.
According to Norgay, at present, there are 119 known Tibetan political prisoners, of which 43 are serving terms of more than 10 years. Of these, 80 are monks and nuns, which constitute 70 per cent of the political prisoners in Tibet.
