Turning new leaf: Zilla Parishad chief set to track files at click of mouse

Pune, March 21 No pendency, greater accountability. That’s the new mantra of the Pune Zilla Parishad. Its chief executive officer Shyam Vardhani will soon be able to track any file by a mere click of the mouse. Thanks to the document journey management system, a software to track the documents from the time they reach an officer and the speed with which it is executed, ZP functioning is set to undergo a sea-change.

Vardhani, who will be designing the system, said it will be similar to the one at Mantralaya, with just slight difference, and the software will be tailormade for the ZP functioning. It is slated to get implemented from April end. Once implemented, the ZP CEO will be able to track all case papers as all the applications will be in numbered files. This being part of the Rs 4.5 crore e-governance programme, Vardhani said after implementation of the system the Pune Zilla Parishad will be the first one to do it in the state.

While modalities are being worked out -- from listing the number of computers required to imparting training to all his staff and a change of attitude, Vardhani has got a nod from ZP president Vaishali Abane and other members to implement the system.

“This will help ensure accountability as no paper is supposed to be kept with any officer for more than a week and the case is supposed to be disposed off in a 45-day period as is the rule,” said Vardhani who is presently finding it “very difficult” to track any records. He said like any government office the pendency is there, and with this system, it will come down as accountability will be the top priority.

Explaining the concept, he said, “When a paper from an applicant comes to the clerk, a number will appear for each paper and a name will also be entered to officer it has been forwarded. The document will then be converted into a file and it will be numbered. I would be able to monitor all the files and when the concerned officer has cleared the file, it will also be recorded. The tracking will be very simple with this officer and I would be able to even question the officer regarding any pendency,” said Vardhani.

He adds, “Several citizens have to make rounds of the ZP officer for their papers from far off places. This system will also make it mandatory for all the officers to perform well and speedily dispose of the case, thus ensuring improved efficiency.”
