"Entire country and world know how the UPA government survived. It survived on manipulations, poaching, unfair and illegal means. People will teach the UPA a lesson in the next Lok Sabha elections," Kumar told reporters at his assembly chamber in Patna.
The Chief Minister alleged that "day one he was apprehensive of the UPA government indulging in horse-trading of MPs and described the UPA as 'United Poachers' Association'.
Had the NDA members not been poached, the government would have fallen," he said. "It is amply clear that the UPA government has lost people's confidence and it will be voted out," Kumar added. On the nuclear deal, Kumar said the NDA was "dead opposed" to it.
He resented the Centre's decision prohibiting the state government from entertaining any proposals for ethanol-based bio fuel.
"On one hand the Centre is going ahead with its unilateral campaign for the nuclear deal for production of energy but it is prohibiting power-starved Bihar from implementing projects to produce ethanol-based bio-fuel," he said.
"It is gross injustice and I will make it a plank in the next Lok Sabha elections," Kumar said.
Kumar alleged that the state government had lost investment proposals worth over Rs 20,000 crore because of the Centre's directive on the ethanol to be produced from cane juice. Had the Centre allowed production of ethanol, the state would have started producing 2000 MW power in next two to three years, he added.
"It was unfortunate that despite the assurance the state government received from Prime Minister Manmohan Singh, the Union Agriculture ministry banned manufacturing of ethanol-based bio fuels," Kumar said.
The Chief Minister also alleged that the Union government was "blocking" projects meant for development of the state and welfare of the people.
Recalling that an all-party delegation led by him had met Prime Minister early this year seeking adequate supply of PDS items and kerosene for the BPL and APL families, Kumar said "to our utter surprise, the Centre rejected the demands".
"Despite the Centre's rejection, we will continue our fight for kerosene and food grains to cater to the requirements of over 1.23 crore BPL families in urban and rural areas identified by the state agencies," he said.
