US to triple non-military aid to Pakistan: Clinton

Washington The incoming US administration of President Barack Obama plans to triple its non-military aid to Pakistan to prop-up the democratically elected government there and also use it as a "condition" on commitment for counter-terrorism missions.

Advocating Washington's intention to work more closely with both Afghanistan and Pakistan, the Secretary of State designate Hillary Rodham Clinton said this is not only about denying Al Qaida and other extremist groups safe haven, this is about persuading these two countries that their security and their future is also at risk.

Testifying before the Senate Foreign Relations Committee, Clinton said the new administration would separate military aid from non-military aid to Pakistan.

"The tripling of the non-military aid is intended to provide resources that will both support the Pakistani people but also give some tools to the democratically-elected government to try to start producing results for the people of Pakistan," the former first lady said.

Though Clinton, 61, did not specify the quantum of aid jump to Pakistan, the Chairman of the influential Senate Foreign Relations Committee, John Kerry has indicated that a bill authored by Senator Joseph Biden could be revived. The proposed legislation will hike non-military aid to Pakistan to USD 1.5 billion annually for five years.

However she said the administration would look at whether it can "condition some of that on the commitment for counter-terrorism missions also." The new administration is inclined to support, when appropriate, a legislation in this regard, she said.

She said that the new administration plans to carry out a policy review on Afghanistan as it is the "highest priority" for the new US President

Pakistani leaders are extremely successful in baragin, by faking action against terror on the Afgahn border and minting billions to stay on papaer, on the side of right minded countries. Enough money for pakistan to spare its own income to promote terrorism so that it can bargain many more billions in the name of fighting against terrorism, in the times to come.

I guess the US has openly shown its dependency on Pakistan - yet again chosing a third rate dicataorshop over a democratic state. I, for the whole of India, second Modi as our Prime Minister. I firmly believe that Modi will lead Bharat to the right path, just like Sardar Patel, and not give it bad name like Nehrus. Who cares if he is still denied a visa to USA. The rest of the world is still there to explore. And, then that breakaway part of ours is still there to be annexed back. At least, we will be free from the clutches of the toothless and shameless leadership of Congress which is doing nothing but barking after Mumbai episode.

I believe it is India's diplomatic failure; they could not convey the message right to US and others. It's obvious that US has to keep relation with Pak for Afgan war. Secondly, India could have taken the responsiblity to eradicate terrorism from that region, but they do not have that guts even though they have that strength. For 50 days they are singing the same song like beggers on the street. So, international community give them few pennies. Indian public should wake up and pressure to the govt to take action, i.e. stop bilateral relationship, give them ultimatum. If they do so, the international community will come forward for sure.

USA and the western world feels because of extreme poverty in Pakistan people are resorting to terrorism. They feel if more aid is given the money can be used for counter terrorism purpose within Pakistan. But the money Pakistan receives as aid to combat terrorism is instead used by the army to buy weapons to fight India. Some of it is used by ISI to reinforce the terrorists. The west never seem to get the point. USA amd UK are the main culprits in encouraging terrorism in the world. As long as it does not hurt USA and Western Europe they don't give a damn what happpens to India.

Now that the mumbai attackes were so succcessfull, USA has given cash reward to Pakistan to fund the next terror attack on India. I think USA is right. You cannot keep these jihadi's idle. In order to keep them busy, they have to be shown some targets. USA will be happy, as long as these jihadi's are engaged to fight against somebody, their focus will not be on USA. So they are now rewarded the Pakistan to encourage jihadi's to get busy fighting against India than focusing on USA. Fantastic strategy by USA.

US Foreign policy is aimed to protect only its own and allies interest and domination.Britian used Colonialism, US renamed it Imperialism. Its policies are cntrolled by so-called lobbyists which control almost all policies, and burocracts tune up with it inthe name of patriotism in fact it is nationalism. One the one hand we dislike being hyphenated with Pakistan - on the other we get anxious when something like this (non military aid) happens. Lets not bother about it - $1.5bn is peanuts. We are a strong and vibrant country and can create our own wealth when the whole world is in doldrums. It is a victory for our diplomacy that US is caveating the aid as "non military". I don't think this aid necessarily translates into cash - but could be in kind like duty reductions for exports, raw materials etc. And I think the US will put checks and balances to extract their pound of flesh in return for the aid. They would not want to repeat the Bush story who was clearly taken for a ride by Pakistan.

After acknowledgement by US that terrorists attack were orchastrated from Pakistan , this aid appears to be an award for the good job done. This is an utter failure of Indian diplomacy. currently Indian authorities seem to be just waiting for some non state actors from heaven to come an act on India's behalf.

Aid in any form, whether military or non-military, finally translates into money. Pakistan will have any spare cash made so available to buy military goods from ...say... China. So even non-military aid becomes military aid and should be looked at as such by India. India's lobbying in the US administration is very poor.

Today Crux of the issue is we as a country do we need to go to US / Western country for taking decisions for our own security ? If we as a nation cannot act now, then when are we going to act. Like Israel, action speaks rather than words. We must realise one thing the US priority need not be same as ours. For them Pakistan is strategically important due to geographic location and being a Muslim country . Apart from KSA Pakistan is the only county where Americans are welcomed and given space.They are not fools to leave Pakistan for India . Pakistan is a mistress ot the US .So US will groom her. Military aid is now not requried; it is already set up. No they need to feed them and grow them and increase the population! to be used in future activities; so go on!
