Non Proliferation Treaty

Washington US wants India along with Pakistan, Israel and North Korea to join the Nuclear Non-Nonproliferation Treaty (NPT), a top Obama administration official has said.

"Universal adherence to the NPT itself - including by India, Israel, Pakistan and North Korea - remains a fundamental objective of the US," Rose Gottemoeller, Assistant Secretary of State said in her opening remarks at the Third Session of the Preparatory Committee for the 2010 NPT Review Conference being held at the UN headquarters in New York.

India, Pakistan, Israel and North Korea are not signatories to the NPT, which so far has been signed by as many as 189 countries. However, later she praised India's willingness to proceed with a fissile material cut-off treaty in cooperation with the United States and its willingness to pursue the Comprehensive Test Ban Treaty (CTBT) as well as other lesser, but important measures such as improving its export control.

Talking to reporters after her participation in the meeting, Gottemoeller said the Indo-US civilian nuclear deal, along with several other steps taken by New Delhi in the recent past, has brought India closer to the NPT. "So I would say that India is coming closer to the non-proliferation regime, and that too is an important goal of the US foreign policy," she said.

"I would say that with regard to India's agreement with the US on peaceful nuclear uses that the US has been able to agree with India to undertake a number of activities that would bring it in closure cooperation with other countries in the general non-proliferation regime," Gottemoeller said.

She was responding to a question on statements made by certain countries at the meeting, which without mentioning India were critical of the Indo-US civilian nuclear deal.

"The US consistent policy has been to support the universality of the non proliferation treaty and that includes India, Pakistan, Israel and North Korea," she said. However, the US official did not respond to a question on what policies the Obama Administration wants to follow to ensure that these countries sign the NPT.

Earlier, in her speech at the Preparatory Committee meeting she said: "We must redouble our efforts to update IAEA safeguards technologies and convince those NPT parties that have not yet done so to bring into force the comprehensive IAEA safeguards agreements".

US President Barack Obama in a message to the PrepCom meeting recalled his speech against nuclear proliferation at Prague on April 5 and asked governments to pursue common ground, rather than focusing on differences. Obama had said in Prague: "Rules must be binding. Violations must be punished... The world must stand together to prevent the spread of these weapons".

Obama the blunder--- by romesh.sharma on 07 May 2009

The USAmerican had committed greatest blunder by electing Mr.Obama as Prez and still greater blunder is being done by Indians who celebrated and glorified him hoping friendly relations/policies prpagated by him before elections.People expect the things spoken by political demagogues which are never meant seriously. As the matter of fact people wish change of the Govt but not the policies which are,in general, continued for the interests of the nation. Moreover as said even before he won the elections,he will be anti-India and pro-Pak.He may try diffrent language but he won't/can't stand by his fine-sounding promises. The genetics play a major role in every living creature. His sympathy will remain, for consciously or for conscience sake, with Islamic world. He would avoid use of force against them but press the others to support them. That diplomacy has very short legs.India must not trust US and avoid making any sincere deal with them. Its insulting India hyphenating with Pak and NKorea.

US Paronia, nuclear deal etc by vibhaas on 07 May 2009

Well first of all, I have a humble request for Indian Media, let's start looking ourselves with respect. We are not going to sign NPT, we have not done that for 60 years or so and we shall not do so. We shall not bow down to US. Plain and simple. We had gone quite ga ga over the fact that US had become our friend and we had become a great power. In fact when MMS went to London for G20 meeting he only met the PM of UK and President of US! On her first jaunts after taking over Hillary went everywhere but couldn't find time to come to India!. But does that reduce our wrth in any way. NO. We need to realise our own worth in our own way. we need to create our own camps. we need to create our own power base. This is required for us to protect our own iterests. How can we fault US for acting based on what they percieve to be their best interest. what we need to ensure is that we act in a way where we act in a way which is our best interest.

Obama's Rules by Raj Singh on 07 May 2009

Obama had said in Prague: "Rules must be binding. Violations must be punished... The world must stand together to prevent the spread of these weapons".So you are going to punish China for exporting nuclear bomb and missiles know-how to Pakistan? When? Or are you going to say that China is not a signatory to NPT and is therefore not in violation?

China, US, UK, France, Russia must sign NPT by Arun Lal on 07 May 2009

Obama is right: Everyone must sign NPT. Let USA, UK, China, Russia and sign NPT immediately and set an example for the rest of us. When are you going to sign the NPT, Mr. Obama?

Before India signs the NPT, AQ Khan should be handed over to the UN and Pak and China should sign the NPT.

NPT by Ram Narayanan on 07 May 2009

George Bush actually de-hyphenated India and Pakistan. He also never forced India to sign the NPT. Think about it, you Democrat lovers.

Just forget that it will happenend.

very clearly projected in 2007 by Hitesh on 07 May 2009

Please find it more clear and straight forward here...http://www.indianexpress.com/news/forwardlooking-farce/210944/0--- Singular objective ---"The items on which the US president must report to the Congress have nothing to do with energy. They have one object and one alone: to see that this deal is not directly or indirectly helping India thwart the central goal of the Hyde Act — namely, as the Act puts it, to “halt, roll back and eventually eliminate” India’s nuclear capability."

Mr. Arun Shourie was and is right... by Hitesh on 07 May 2009

Just refer the following article by Mr. Arun Shourie published on 17.08.2007 which had projected exactly the same thing which is in the news here...The Nuclear deal was simply a mean to contain and gradually roll back India's nuclear program as it was warned by Shourieji.http://www.indianexpress.com/news/a-word-dropped-a-word-inserted-and-the-assurances-are-fulfilled/210846/0Please find a para in that..."We now have the 123 Agreement. It explicitly states in Article 2 that ‘Each Party shall implement this Agreement in accordance with its respective applicable treaties, national laws, regulations, and license requirements concerning the use of nuclear energy for peaceful purposes.’In the case of the US, the relevant ‘national laws’ include the original Atomic Energy Act of 1954, the Nonproliferation Treaty Act, and the Hyde Act of December 2006."

US 'wants' India to sign NPT, hyphenates it with Pak by P L Selva Mani on 06 May 2009

Mubarak Hussain Obama is really off his rocker.Anyway the USshould first eliminate nuclearweapons from its own territory and set upa shining example forother countrieslikeChina and Pakistan to follow. Thatwill be the correct path

The league India would like to be includes China, USA, UK, France, Russia but excludes North Korea, Pakistan and Iran. Obama should be told that India would sign NPT when it eliminates Nuclear weapons from all states. by S.Balakrishnan on 06 May 2009

I do not like the list that includes India with other countries which are not in the same league. India for a very long time desisted from going Nuclear but reluctantly did it so that we keep our people safe. We are living a bad neighbourhood and to trust USA or other countries to protect us is foolish. We trusted China on many issues and are still facing the consequences. We must not sign any deal that would restrict our ability to defend the country. Obama must be told very specifically that India does not proliferate its weapons and our opposition to the NPT is principled and equating us with other countries is totally unacceptable. India will support any deal that would eliminate Nuclear weapons for all countries including China, USA, UK, France, Russia etc. This is the league we want to be in and not North Korea, Pakistan or Iran.

NPT vs. Universal disarmament by J.M.Manchanda on 06 May 2009

India has all along been committed to universal nuclear disarmament and it should contiue to do so. The day US and other major powers agree to eliminate nuclear weapons and use nuclear power only for peaceful purposes, the world will be a safer place.

Obama does not get it by arnab on 06 May 2009

John Mccain was right in his criticism that Obama does not get it.. he still does not undertstand who to be friends with and who not to be friends with.. he lacks experience and judgement.. if he would have really understood foreign policy he would not have approved a 15 billion dollar aid to pakistan.. doe he not understand that he is using his tax payer's money to fund global terrorism.. how much more proof does he need that Pakistan is a terrorist nation..Mr Obama its time to concentrate your energies towards doing the right thing.. you created such a rhetoric and won the election.. but you have to make your words turn to action...

Gutless India by Hero Vaz on 06 May 2009

Ha,ha,ha. So, finally, this is what Indo-US relations have come down to! In the US's reckoning, India is no better than Pakistan. The US has seen that India is gutless and will give in. All that the US wants is to serve their own interests. Will India stand up to the US this time? As far as I can see, from past events, there is only a fifty-fifty chance of that happening.
