Stating that the Indo-US nuclear deal had removed the "final barriers" to broader cooperation between the two countries, Clinton, who will be in New Delhi for high-level talks in July, said that the two countries were set to realize a "3.0 relationship", using the web language.
As part of the strategy, Clinton, speaking to top American and Indian corporate executives at the US Chamber of Commerce building yesterday, said India and the US would expand broader security relationship and increased cooperation on counter-terrorism and intelligence sharing. Saying that US and India had faced extraordinary challenges, Clinton referred to the tragic Mumbai attacks and said, "The President and I are committed to working with India in whatever way is appropriate to enhance India's ability to protect itself."
The US Secretary of State also touched on need to adapt the architecture of international institutions to reflect their new responsibilities and in this context she said, "India's moral stature and its long tradition of leadership among developing countries means it is well suited to take on challenges that multi-institution face."
In an apparent reference to India's efforts for a seat in the UN security Council, Clinton said, "India already is a major player on the world stage, and we look to cooperate with New Delhi as it shoulders the responsibilities that accompany its new position of global leadership."
"I have always believed states should be awarded enhanced roles in international bodies not only on the basis of their power, but whether they use that power constructively to advance the common good and address global problems, she said.
India and US need to catch up with their growing people-to-people and economic ties, Clinton said, adding "we need to make sure that partnership between Washington and New Delhi will be as advanced and fruitful as the linkages that
already exist between Manhattan and Mumbai, Boston and Bangalore.
She said the new governments in Washington and New Delhi will build this future together and "we will be discussing the details of that partnership when I visit India next month."
"We recognise the extraordinary progress that India has made already. And we know that many of these advances have not come easily. And we don't take them for granted. As we pursue an enhanced bilateral partnership, we should recognize that compared to other metrics of our cooperation, our official ties are past due for an upgrade," Clinton said.
She hoped that an expanded partnership between the US and India will be one of the signature accomplishments of both new governments in both countries. "I do plan to make that a personal priority,"she said. "To achieve the goal of stronger ties between our countries, we will have to confront and transcend the mistrust that has hampered our cooperation in the past, and address the lingering uncertainties in our relationship still today," Clinton said.
She said the Obama Administration wants India to be anchor of regional peace and stability and that the two countries should create a new era of relationship. Noting that the successes and futures of the United States and India are intertwined, Clinton told a packed hall of top Indian and US corporate leaders: "We want India to do well on its own, for its own sake, but we also have a stake in that outcome because we want India to succeed as a model of democratic development." "We want India to succeed as an anchor for regional and global security, and we want India to succeed so that the world's two largest democracies can work together as strong partners," she said.

So far for India, USA has been like the guy who offers you the umbrella on a sunny day and takes it back on the rainy day. They are yet to prove by deeds what they profusely preach at every opportunity. We should not rely solely on them for our important defense needs, but should continue to engage with countries like Russia, Israel and France, and also advance our manufacturing capability and become self reliant. In the name of trade we should not be taking in products like Coke and Pepsi (sorry Nooyi) which only harms the health of the population and should be weary of opening up the banking
Indians should make it clear to Sec. Clinton that the relationship can only mature if the USA stops arming Pakistan.

Clinton said, "The President and I are committed to working with India in whatever way is appropriate to enhance India's ability to protect itself."Now, put your money where you mouth is. How about US$1.5 a year in military hardware free of charge including F-18 Super Hornets, C-130J transport aircraft, C-130 gun ships and while you are at it, throw in a couple of squadrons of Black Hawks to partially counter what you have armed Pakistan with. All this could help us a feel a tad more secure.
It is evident that USA wants to make some amends of past follies but IO doubt if all can be well. We can blame our problems as most of us do on WEST and USA but we forget that our policy of speaking up against any US action has not helped us.Why has USA not taken stronger action against Pakistan on their terrorist action in Bombay. Why did congress passed recent aid to Pakistan by taking the 2 most important clauses. One cannot balme US Congress and State Department because they are looking for past 50 years plus of service to them during cold war. Pakistan has better lobby than India, if any.we feel that we are the wounded nation and thus our wounds are proof but one has to speak up and cry, not negatively or against USA as we done in the past.When she arrives in New Delhi, get some clearance what USA is willing to do and what not? Why was Kashmir brought in discussion?Donot forget it was her husaband who stopped cryogenic engines from Russia.
Good visiting countries as a top diplomat but remember colourful words will appear in the next daily and words that are black and white shall be written in the history. We have seen a decade of Albright, Powell and Rice and hope you cascade fair.Let your pledge for 'dramatic expansion' not be melodramatic.P.S: We really devote time and appreciate story telling only by kids in schools.

The Indian precondition to this expansion of relationship should be that the US stop arming Pakistan.
India should not get moved by the sugar-coated words of the Americans. As they are paying no heed to India's concern over Pakistan increasing its weapons against India. And they feeding the pakistanis whenever they open their mouth for more money. So we too shall look ONLY and ONLY OUR INTEREST AND NOTHING ELSE. FIRST NATIONAL INTEREST THEN EVERYTHING ELSE.
what is meant by 'dramatic expansion'? by dictating India to withdraw from Afghanistan ? dictating India to withdraw its Army from Jammu

The trade between the two countries have flourished and currently is more than $,45billion,around 100,000 indian students study in USA , Going by Clinton enthusiasm ,the two countries need to expand further opportunities in bilateral relation at college ,corporate levels to bolster the two economies to greater heights. This calls for the end of suspicion era,and forge a strong cooperation at all levels useful to better the lots of two great people of the world.The clinton's reference to improving the security measures to fight global terrorism together is a welcome statement and it should be persued by both nations with firm resolute to ensure the safety of millions of people across the globe.
Not sweet words but concrete actions are needed. So far the present US administration led by Obama-Clinton has been completely ignoring India's security and strategic interests. Mme Hilary has to do some real things to be credible for India. The taste of pudding is eating.
The white woman speaketh with forked tongue! While feeding, financing and aiding our neighbour terrorist country Pakistan how can Clinton say it wants to upgrade its relationship with India? It is all white wash. In the past when we had good relationship with the Soviet Union, with all its drawbacks, atleast we could rely on them for help. Being friendly with USA is unreliable. Now that the soviet Union has collapsed, we should rely on ourselves, stop listening to the sermons coming out of USA. She will say sweet nothings while in India and go back to square one she returns to USA.
How can this woman be trusted? She is pro terror against India. She is likely to stab India in the back in close collaboration with Paki army, Chini commies, and chrisitan evangelists.
It is difficult but USA would do well segregate the issues between India
