Patna, August 7: A local court in Bihar has issued non-bailable arrest warrants against nine persons, including a local Congress leader, for allegedly burning an "unclothed" effigy of a Dalit woman leader.

Chief Judicial Magistrate, Rohtas, Ramakant Ram, booked the accused under various sections of the SCs and STs (Prevention of Atrocities) Act.

Over 50 people led by former Rohtas District Congress Committee president Yamuna Shukla, took out a procession at Chenari on January 8, 2007 with effigies of two dalit members of the Rohtas district board, Manju Devi and Sunil Rajak, to protest against the board's decision to shift the local bus stand at Chenari to another place.

Shukla and others were alleged to have burnt two effigies, including the unclothed one of Manju Devi. Later, Manju Devi filed a complaint in the court in Rohtas seeking legal action against the accused.
