We'll not sell uranium to India, says Australia

Canberra, January 15: Australia's new Labor Government told India's nuclear envoy Shyam Saran on Tuesday it would not sell uranium to New Delhi unless it signs the Non-Proliferation Treaty (NPT), reversing a decision by the previous government.

Foreign Minister Stephen Smith told Saran, architect of a deal with the United States to provide nuclear power aid to India while allowing it to continue nuclear weapons production, that Canberra would not agree to exports of uranium to India.

"We went into the election with a strong policy commitment we would not export uranium to nation states who are not members of the nuclear Non-Proliferation Treaty," Smith said after the meeting. Labor won office in November 2007.

Saran was made special envoy for Prime Minister Manmohan Singh to build international support for the Indo-US pact among the 45-nation Nuclear Suppliers Group, which includes Australia.

The suppliers group sets export controls governing trade of civilian nuclear material and technology to prevent exports being used to make nuclear weapons.

Saran last year convinced Australia's former conservative government to end a ban on uranium sales to India, overturning a policy of selling the fuel only to NPT signatories.

Australia's new government plans to reinstate the ban unless India agrees to sign the treaty. Prime Minister Kevin Rudd last year said selling uranium would pull the rug from under the NPT.

"The position that the government made clear in the run-up to the election is our position," Rudd's Environment Minister Peter Garrett said in Canberra on Tuesday.

Australia has 40 per cent of the world's known reserves of uranium and exports to 36 countries. India has been lobbying Canberra for access to it.

Smith, speaking later to reporters after his meeting with Saran in Perth, said the Indian envoy was not surprised by Labor's opposition to the sale of yellowcake to India.

Australia is currently negotiating safeguards for A$250 million ($225 million) worth of uranium exports to Beijing.

Singh's deal with Washington was frozen after his government was unable to convince communist coalition allies the agreement was in India's interest and would not undermine its independent foreign policy stance.

But Indian officials this week said they hoped to complete talks this month with the International Atomic Energy Agency in Vienna as a precursor to the US deal going ahead.

Under the deal, India would agree to UN monitoring of some of its reactors in return for nuclear power assistance from the United States. The deal must be approved by the IAEA, the US Congress and the Nuclear Suppliers Group.

India should focus on using nuclear energy to the bare essential, and not ignore the unlimited potential of renewable sources of energy which are abundant and more environment friendly. Imagine a nano car made with nano material and charged with solar energy panels on the housetop, which will ride for free. Nuclear energy can not compete with this kind of ideas, which are already in abundance. Instead of being emotional or dismayed at Australia's reaction, we should see the light of reason that the uranium produced in Australia is an Australian produce which they are free to sell or not to sell to anyone. They are the masters of preconditions for what they produce and sell, not us. What we can do to entice them is to bargain that we will do something with surplus nuclear power which will benefit Australia in a barter kind of deal. Special alloys and other materials needing electrical energy produced by reactors could be sold at preferential rates to Australia. This can benefit both countries mutually. If we have wisdom to come up with such ideas, then Aussies are not expected to be rigid to decline such kind of deals. Please not business with good business sense always succeeds.

THIS IS THE WHITE MENATILITY SINCE THEY THINK THEY ARE THE ONES WHO COLONIZED THE WORLD AND GAVE ALL THE MAJOR OR MINOR TECHNOLOGIES AND EDUCATION TO THE ENTIRE NON-WHITE THIRD WORLD, HOWEVER TRUE. India WILL and NEVER improve as long as we have stupid politicians and stupid I.A.S officers (who rule the country) that have NO knowledge about ANY sciences as most of them are history or some non-sense majors in their education. I think a B.A is enough to become an IAS officer. Correct me if I am wrong. How the hell these IAS officers who are Central defense, electricity and atomic departmental secretaries and heads take any sound decision. The decision of present Australian government not selling uranium to India is unfortunate. This casts doubts on future agreements. It is not difficult to India to look elsewhere for Uranium or any other metals but it is matter of principle on the part of Australian government. Indo-US nuclear deal need to take into consideration this kind of developments and have contingent plans to overcome the same. India is not a NPT signatory but has shown more responsibility than most of the NPT signatory states. This is sole reason why Bush administration initiated the nuclear deal. The signing or not signing shall not have any bearing on the sale uranium when India has shown a very good track record as nuclear responsible state in terms of not transferring the technology to any country, not using it as deterrent factor in any negotiations with any country. The repercussions will be seen else where.

It is well within Australia's right to sell or not to sell uranium, to whosoever it pleases. Trade protectionism is not the answer,the answer is for India to accept market economy as soon as possible and increase the economic growth rate to above 10%, allow India to be at par with China, economically and in par capita income.Then money will talk and will lure all and sundry, including Australia, to sell to India.India must not kow tow to China, for nuclear techonolgy, which is off low grade.China is begging France, (Areva, the New Masters of Nuclear Technology, France has the best n technology and the experience in the world.Their Nuclear safety record is pristine and uncomparable.India has to approach France for the technology and buy uranium from Congo as India is reluctant to develop its own vast uranium deposit. India has to look at the trade it does with Aussies. if Aussies are gaining then perhaps India should look to balance it by cutting down on imports and or charging extra tarrifs. However if India benefits from mutual trade then we should look elsewhere to purchase uranium. One thing is certain and that is that there are no friends out there. Kumble type of premature give aways to any country will not benefit India. There is no point wasting any further time with Aussies or bending backwards to please them in the hope that everything will be alright. Kumble has seen that in his experience with Aussies. He bent backwards to please them and in return Aussies have criticised Kumble and have taken advantage of Kumble's weakness by declaring Harbhajan Singh guilty before his appeal is heard. No need to be seen as sore loser but it is time to look elsewhere like Russia, China to purchase uranium. Aussies and the West are under USA domination and the orders come from Washington. My only wish is that countries in our own region could be as united as the white countries are. Unfortunately even in our own country there is no unity. well Australians are racists. What is needed is Indians especially students should stop flocking to this country and the Govt. of India shuld take measures to discourage indians to study in Australia. Indian students contribute approx. 3 Billion US $ to this economy which is of no assistance to foreign students. Govt of India should then impose restrictions on Aussie business, imposing taxes on shipping etc passing through our international waters. Then, we should take up Aussie issues such as Indegenous rights and take it to the global forum. Aussies have taken upon themselves to be American poodles in the asia pacific and are under the impression that they are the local bosses. They have conflict of interest with Japan over whaling rights in the pacific and chinaover Human rights. Both of these nations give a damn to this country and so should we. Australia is not a pleasant place to be in for Indians. So just spread the word and hurt their economy which depends to the extent of 3 Billion $ on us.
