Won’t use nukes first, says Zardari, but adds a rider

New Delhi, November 22 Pakistan President Asif Ali Zardari said today that Pakistan will never be the first to use nuclear weapons but then quickly added Islamabad’s traditional rider: that India should sign the South Asian Non-Nuclear Treaty to free South Asia of nuclear weapons.

Experts said linking the two is a non-starter and Zardari’s comments do not appear to represent a doctrinal change.

Addressing the Hindustan Times Leadership Summit via video-conferencing from Islamabad, Zardari said, “I am against nuclear warfare altogether.” When asked if Pakistan would adopt the policy of no-first-use of nuclear weapons, he said, “Most definitely, yes, we hope we will never get into that position (of using nuclear weapons). I am for a South Asian Non-nuclear Treaty.”

“I can get my Parliament to agree to it right away,” he said. “Can you (India) get your Parliament to agree to it?”

India, which announced a no-first-use policy soon after the 1998 nuclear tests, has proposed a no-first-use treaty to Pakistan but Islamabad rejected it arguing that its nuclear weapons programme is India-specific and it would keep its options open for parity given India’s superiority in conventional arms.

In turn, Pakistan has always pushed for a South Asian treaty to freeze nuclear weapons in the region, aimed at locking the Indian nuclear programme. New Delhi has rejected it saying it has a wider concern which includes China. Former Indian Ambassador to the UN Arundhati Ghose, who played a pivotal role in New Delhi not signing the CTBT, told The Sunday Express, “It seems that it’s a general answer and is not a change in the nuclear doctrine of Pakistan’s establishment. He is not speaking of no-first-use policy, and by making it dependent on the South Asian treaty, it’s rhetoric. This is nothing new.”

Zardari, during his half-hour interaction, made all the right noises. To loud applause, he said: “There is a little bit of Indian in every Pakistani and a little bit of Pakistani in every Indian and I speak today as a Pakistani, as much as the little Indian in me.”

Asif Ali Zardari and the whole of Pakistan are a sole liars, loosers and cowards. Dunno why U.S is supporting a country like Pakistan. I dunno what personal interests they have in supporting both Pakistan as a country and also its nuclear arsenals. U.S just wants to pinch India indirectly by supporting the terrorism financially by giving millions of dollars of funds. I dunno why US didn't put harsh restrictions on Pakistan when they first declare that they have the nuclear capabilities. Pakistan is a rogue state since 1980's. And look from who's mouth we are hearing these statements- from a criminal himself. All criminals are alike be it Osama or Zardari or Gilani.

PAK NUCLEAR POLICY by sandy on 25 Nov 2008

Does Mr.Zardari knows that in PAKISTAN it is the Generals who diktate and do things without taking political leaders into confidence eg Kargil War.

Notice how ATS leaks have stopped now by SN Vyas on 23 Nov 2008

Have you noticed how the news leak a day to media by ATS has stopped in last couple of days after Advani took up the issue with PM ? The leaks were selective, non corroborated and not subject to verification so any one couls say one thing today and another tomorrow. If ATS had such strong evidence why don't they expedite the process to trial? These are chamchas of Congress and UPA in ATS working and spreasing rumors.

the above by sanjeev singh on 23 Nov 2008

pakistan needs to move ahead beyond their focus on India-a lot needs to be acheived rather than the same old rhetoric

CHHIKE HATH NA POUNCHE THOO KAURHI by romesh.sharma on 23 Nov 2008

Zardari,Sharif or Musharaff who so ever rules Pakistan and forms a Govt has onething in common and that is anti_india policies, hate India trend and never speak truth. What he says now the next moment he will change his statement.Simply India or any other country can't and should not believe a word from them.Pakistanas mostly propagated,is not nuclear power which is fact.It has obtained some similar weapons from China and missiles as well which are absolutely untested and non reliable. There is no authentic proof of effectiveness and even the time of delivery. Moreover Pakistan simply can't take such a risk because it knows before it comes this thought the whole Pak will be wiped out.To convince India of its good intentions and amicability Pak must stop even mentioning about possessing nuclear weapons and as power.Hidden threats and showing to be equal to India is foolish which cause repulgence and mistrust/contraproductive.Moreover Pak must not mention Kashmir for its Indian.

Won’t use nukes first, says Zardari, by Jamsher Khan on 23 Nov 2008

Well, nothing in Pakistan makes headlines except for Muslims killing Muslims and US Bombarding Pakistan with Drones. Zardari has made this statement so that his name comes up across the world media before everyone starts asking who is Zardari. Frst Pakistan come out of its debt hole and then they can think and dream of getting aggresive with the big brother of South Asia.

pakisthan's nuclear statement by k.madhukar on 23 Nov 2008

Pakisthani leaders always talk like our bollywood heroes delivering lines scripted by Mr Javed akhtar.Every nuclear power has declared no-first-use dictum.Whats great about repeating this now.Does'nt it sound odd that acountry just now finacially resued by IMF talking of its nuclear arsnel ?

Get on with it! by Rajan on 23 Nov 2008

Indian by Zebra on 23 Nov 2008

Mr.Zardari don't insult us. Pakistan came out of India and so you may have something Indian - yet hate India. The vice versa is not true

BUT WE MUST USE IF THREATEN by MYDAKSHA.COM on 23 Nov 2008

"NO FIRST USE OF N-WEAPON WHICH I LIKE TO CHANGE IT TO ALL OPTIONS ARE OPEN" THAT FURTHER AMENDED TO WE WILL BE THE FIRST TO USE, GOOD V/S EVIL IF COMES DOWN TO THAT. BECAUSE WHOEVER USES FIRST WILL KILL ALL OF US FIRST AND WE MAY NOT BE ABLE TO RETALIATE IN TIMELY MANNER. ONCE GANDHIJI SAID " IF YOU HIT ME IN THE RIGHT YOU MIGHT AS WELL HIT ME IN THE LEFT" BUT IN THIS CASE WHO EVER HITS IN THE RIGHT WILL NOT HAVE LEFT TO STRUCK LEFT SIDE. SO THE ARGUMENT IS CORRECT WHETHER THEY KILL BILLIONS OF OURS OR WE KILL THEIR MILLIONS TO SAVE BILLIONS.............................................RAJESH DHARIA

NO FIRST USE OF NUKES by Syamasundara prasad Turaga on 23 Nov 2008

This is not a new concept. Whoever, become the President of Pak always sings the same old song and doesnot comply with it. Basically Pakjistan is deadly jelous with India. It always attempted to overpower the might of India. Its ambition is far reaching and the consequences are dangerous lest it changes its policy of provaking India stops.

won't use nuke against India says zardari by satish sinha on 23 Nov 2008

Good, Zardari is talking sense but he must say so in a polite way and not in a hooligan style language that reads "India should not fear Pakistan since Pakistand does not fear India". Well, Zardarisaab, India never fears Pakistan simmply because you are no match to India. The two countries were born the same day and look at what heights(infact low for Pak) they have attained. As regards your talk of joint economic block with Pak is concerned, NO WAY. We are much better off without any type of co-operation with you. We do not want India be known the same way as Pak is being known as these days. What do you bring to the table which would make us think about it? We have not forgotten your support to terrorists who attacked our parliament. JAI HIND

India is a nation of 1.1 Billion people.Forget Zardari

Nuclear free Asia by G Sundar on 23 Nov 2008

Indian nukes are more a Chinese detarant than Pakistan and are not in a position to agree for a nuclear free South Asia. If China agrees we can have a nuclear free Asia which is not going to happen!

GREAT JOKE by dipy on 23 Nov 2008

Makes me laugh of pak's alleged comments on india . A country with a size of an indian state..to me.. makes everyone laugh with their bureaucratic jokes .First let them resolve all the bull shits in their own country before thinking of their equal competence with a giant which could at no time swallow the whole country ...

Does it mean anything to anyone ? by Rohit on 23 Nov 2008

Pakistan as country has no credibilty and Zardari himself is not trustworthy. Why we ask questions to them anyways ? How long it takes for them to backtrack ?

no first use by pakistan by MT on 23 Nov 2008

Mr Zardari is a part of the chinese propaganda. If he and his parliament is really means so, why not put a doctrine, without pre-conditions for no first use?

Pak using nukes against India by neel288 on 22 Nov 2008

India is a soft hindu nation that would always remain a soft target of its rogue enemise. The Indian politicians and the media are the true enemies of India, that lacks spine to talk tough, let alone act tough.

No 1st Nuke Sttrike on India by Harry on 23 Nov 2008

Zardari is sending mix signal because he is riding on Punjabi dominated army. If India elects Advani as Prime Minister than hopefully these two astute Sindhis will finally overcome India Pakistan hostility created by Kashmiris and punjabis to preserve their power at the expense of rest of the people.
