“There will be a categorization of hospitals keeping in view its size, the equipment, faculty and doctors available in the institution. The range of rates will be fixed for a procedure. It can’t be unending. For instance, for a heart surgery, the fee could range from Rs 50,000 to Rs 1,50,000, it can’t be Rs 4 lakh or Rs 5 lakh. That (these rates) will have to be published and put on the notice board,” Azad said in the Rajya Sabha today.
While there will be a minimum standard that hospitals will have to adhere to, a hospital will be categorised in the “A” list if it maintains the “highest” standards. “If some institution does not comply with what has been published, then the District Collector will take action against that institution,” said Azad.
These rules, under the Clinical Establishment Act, will be notified once all states come on board. As of now, Himachal Pradesh, Arunachal Pradesh, Sikkim and Mizoram have given their nod. The rules also envisage setting up a National Council under the Director General of Health Services (DGHS) which will classify and develop standards for clinical establishments.

Sir, Health is under 'State list'.Only Post Graduate teacging is in 'concurrent list'. Our great country has different requirements in different geogrophical, geo political area. The Governments carry out basics, clean environment,hyegine-water ,air etc., immunisation & preventive care for mother & child. The standardisation of Hospital & Doctors by Government ,with 7 person Medical Council of India, will open flood gates( for which present public demonstration shown).Let market forces decide the cost of treatment. The Government to control the taxes from the earning. From that subsidise that part of population which requires free treatment.
I agree with the Gulam nabi azad sure it will help to poor people who cant able to offored 4-5lakh rs for cardiac and other vital organ surgeries. But if the Nabi sab your planning more focus towards the govt instituions than that will be the tremendous revolution in public health infrastructure and services, Hence our most of the indian population are living in the rural areas. So make a policy that more for the govt. instituions. ITS THE BIGGEST CONCERN?
The only thing to be taken into consideration of the ministers statement is that the revision of higher rates and charges on, not only Heart operation but also for many other proximate organs in a human body. The so called standardization of the hospitals are depending on the faculty of the department.The rich people could go any- where and everywhere. So.the Health Minister should make a plan for the middle and poor classes. For example the minister should concentrate the govt.hospitals first because these hospitals have no medicines, proper treatment even Doctors are not available. A Dr. prescribes in Govt.,Hosp for a patient to buy that medicine from outside shops because the medicines for a usual cold even not provided or not issued to the patients those who are approaching govt., hospitals. These Govt., hospitals must have the, not minimum but maximum standard. The Health Minister and General Health Service must work for enhancement of standard of govt. hosp.
Good move here by Health Minister Azad as this is an area not looked into for the gross charges they compel patients to cough up under the pretext of first class medical care. The private sector hospital is now an industry of its own making thanks to the closed eye attitude of the Health Ministry, and the patronising by the high-flying politicians who in earlier years would take the first flight out of the country to get medical attention. With no Govt. showing concerns for the ever increasing charges these private hospitals have had it going too good in pushing up charges according to the patient's urgency. Now that Azad has focussed his view on this sector, one can look forward to being well-informed of the charges for the treatment he needs before deciding his affordability. Hospitals continue to inflate bills if the patient has insurance coverage and seem very content to admit this particular class of patients, but the tide will change with the new Govt.directives.
This is really like revolution in India.This should be done immediately to give relief tothe common people.And also doctors should not demand advance deposit of any money unless the operation becomes successful.People should be educated to avail mediclaim policies compulsorily depending on their income band.This can be subsidised by the government for people who are not having enough earning avenues or low salary earners so that very low premiums are charged for this low wage earners.If you compare foreign countries we are not at all any way near them in the areas of public health ,basic infrastructure ,transparency in health care policies and judicial activism against violaters in this sector.Very strict law enforcement should be practiced for health care sector.Any way congratulations Minister.Please implement this soon and give proper publicity to reach the common people even at corner of a village across the country.

Who is going to invest in setting up more private hospitals if they are not allowed to make a reasonable profit.The categorising of hospitals and the setting up of minimum standards I agree with.But are we going to punish the health minister as well if the government hospitals don't meet the standards set by the government. At last the health minister has woken up from the deep slumber, but all this warnings are still not sufficient, take one chennai based top hospital its Hyderabd branch CEO has built 9,000 sq feet posh house in Bnajara Hills, the life styles of some of the money minded doctors, administrators, founders is more posh and lavish than IT companies, MNCs. What is needed is all Hospitals should adopt the Sri Sathya Sai Institute of Higher Medical Sciences concept which offers free treatment there is no billing, let all hospitals accept donations from all but offer free services, also hospitals should open their mny services for voluntary services, There are many retired people wasting their time they can work free in hospitals or for some small honrarium. Also hospitals should stop employiong people paying them lakhs as salary, because hospitals are humanitarian based they are not Gambling dens to mint profits, those hospitals whose founders have this mean minded mentality to mint money.
This is a welcome move to check the unfair charges being imposed on poor people of this country. Government should implement this with commitment, otherwise it would become yet another opportunity for corruption
