Ahead of the third year of implementation of the Right To Information Act, 2005 (RTI), which came into effect on October 12, Dhurve has sent another letter to President Pratibha Patil and Prime Minister Manmohan Singh.
Durve wants stamps, in the denominations of Rs 10 and Rs 20, to make it easy for people to make use of the RTI.
There being different departments of the Central governments, it is difficult for the common man to understand details of the fee, said Durve. He believes if the stamps are used, objections to an application on the grounds of fees, cannot be raised. “It will make the process uniform and simple for the layman,” he said.
As per provisions under the RTI Act, the fee is payable by cash, banker’s cheque, bank draft or postal order. It’s payable to the accounts officer of the concerned public authority. “Neither bank managers nor post master generals seem aware of this facility. Few postal officers accept the appeals. There is a serious problem in filing the requisition,” said Durve, who himself faced problems while filing an RTI application. He has also said that a documentary should be made by the information ministry to create awareness on the RTI Act.
RTI activist Arvind Kejriwal, when contacted, said it was high time the government woke up to this concept that would simplify the process of filing an RTI. “The government should introduce the stamp at the earliest,” he said.
