Activists Vivek Velankar, Sandeep Khardekar and Vijay Kumbhar will be in the forefront of inspecting the documents and records. They said that as per Section IV of the Right to Information Act, 2005, under Chapter II on "Right to Information and Obligation of Public Authorities," it is obligatory for every public authority (including Pune Municipal Corporation) to publish certain categories of documents. "This is all about making voluntary disclosure of information so that citizens have minimum resort to the use of the Act to obtain information. No information covered under this Section IV has been disseminated yet by the PMC through notice boards, newspapers, public announcements, media broadcasts and internet."
Velankar said, “The PMC does not have updated information regarding of all its departments. The information available is old and not complete. When the information was demanded as per the RTI provisions, the PMC said no information is available on several departments including the commissioner’s, water supply department, land and estate department, legal advisor, drainage, vehicle depot, school board, garbage section. Not only this, but the PMC was unable to provide the handbook on the development control (DC) rules."
