ADGP Thind denied a promotion, batch mates become DGPs

Shimla, January 4 The government today promoted two 1974-batch IPS officers — Prem Singh and Sohan Singh — to DGP rank, but denied promotion to Additional DGP B.S. Thind, who is also the same rank and batch. Thind is facing a CBI probe into his assets in Chandigarh and other places, besides a case of alleged cheating and forgery. Significantly,Thind has made a comeback to the police headquarters and has been posted as Additional DGP (Armed Police and Training). Thind’s rivalry with Director General of Police Ashwani Kumar is well known in the state administrative circles. Thind had been accusing Ashwani Kumar of all his troubles, including the CBI case against him. “Thind can’t be given a promotion till his name is cleared. The recommendation of the promotions committee in his case will remain in a sealed cover,” said an official in the home department.

Two other 1974-batch IPS officers — Ajit Lal and G.S. Gill — currently on Central deputations, have also been given promotions, along with two other ADGPs.

There have been other postings in the police set-up as well. Prem Singh, ADGP, State Anti-corruption and Vigilance Bureau, on promotion, is posted as DGP (Home Guards and Fire Services) in place of Thind, and Sohan Singh, ADGP (HQ), will be Director General of Prisons. D.S. Minhas, Additional DGP (Armed Police and Trainings), is posted as ADGP, State Anti-corruption and Vigilance Bureau, with additional charge of ADGP (CID). During the Congress government, the post of ADGP (CID) was held by Thind, who was a close confidant of Virbhadra Singh. Ashok Sood, Additional DGP (Prisons), on his transfer, is posted as ADGP (Police Headquarters). Last evening, Chander Shekhar, AIG, Railway and Traffic, was posted as SP, State Anti-corruption and Vigilance Bureau, while Santosh Patial, Commandant, India Reserve Battalion, will replace Chander Shekhar in Railway and Traffic. Virender Kanwar, SP, State Anti-corruption and VB, will command First India Police Reserve Battalion in Una.
