'Not clinching N-deal will be a historical mistake'

Bangalore, July 5: Making a strong pitch again for operationalising the Indo-US nuclear deal, Atomic Energy Commission Chief Anil Kakodkar said on Friday that "history will not forgive us" if it is not clinched.

Kakodkar's strong statement came on a day when Left parties said they would vote against the UPA government in Parliament in case of a confidence motion if it took the next step to operationalise the deal.

"Here is a chance ... without compromising on our principles, we can bridge energy security for the future," Kakodkar said in a public lecture on "Evolving Indian nuclear programme: Rationale and perspectives", organised by the Indian Academy of Sciences.

Without mentioning the deal but giving enough indications that he exactly meant that, he said: "If we don't do now, history will not forgive us". He termed it (the deal) one of the most promising and viable way of bridging energy security for the future.

Later, responding to reporters` queries on time-line for approaching the IAEA for a safeguards agreement and if the deal can be wrapped up year-end, Kakodkar said: "Sooner the better. But everything is not in my hands, know?. But things are not in my hands".

Earlier, he declined to comment on the raging political debate over the nuclear deal when an audience member posed a question. "That's part of politics; I don't get into politics".

On "this question why there is a hurry (in clinching the deal)", Kakodkar said, "If do it in 2020, there will be a ten-year delay".

He stressed that "we have not realised the energy gap that we face", adding, "we must maximise our options". Kakodkar said Department of Atomic Energy is making "heroic" efforts to develop uranium mines but pointed out that there are time delays (which are generally 8-9 years) because of public debate and clearances give by state governments.

He said there is uranium shortage in the country, and Indian nuclear reactors are operating with a plant capacity of (only) 50 per cent to 55 per cent. "I am sure I will bridge it (uranium shortage gap) over a period of time".

India wasted precious time postponing the N-deal. With the spiralling cost of crude which was predicted by economic pundits and the threat posed by China at the borders, India should have gone ahead and by now would have solved part of its fuel requirements and Beijing will not make incursions into Sikkim and Arunachal Pradesh. It will think twice calling AP its territory. Why are the left parties so much against it. Are they the pawns of China. What is their answer to India's fuel needs and uranium for its nuclear plants? Do not oppose for the sake of opposing. Be constructive and now is the time for convergence and save the nation from even worst economic disaster which is coming if the price of crude goes to US200. By then it will be too late. The Chinese already have sufficient crude stockpile made availabe with their huge foreign exchange. India cannot match the Chinese. Further China won contracts in Africa, Burma and Kazakstan beating India to it. We have a friend in deed now.

It is a rather dramatic statement to make. Nothing, absolutely nothing prevents the United States of America from offering the same deal in the future. Clinching the deal now is not the "historic opportunity" for India, but the United States of America, and boy, have they not seized it with both hands. They have on the one hand, in India in Sonia Gandhi, European woman, whose emotional anchor is in the West naturally and who no doubt draws strength from that part of the world (nothing to be ashamed about, so had Benazir for eg.) and on the other hand who has the entire political establishment of India prostrating at her feet. No better opportunity could be had by the US of A to bring India into the non proliferation web and cap India's nuclear weapons program. This they have done with admirable success. Really, nothing prevents the US of A from offering the same deal anytime in the future. But conditions for non proliferation might be less favourable.

India US N-agreement is necessary for the progress of the country. If this opportunity is abandoned as wished by the opponents the result would be disastrous retardation of India’s economic, industrial, technological and rural progress and deliberate denial of the future needs of the most populous democratic nation. The IPI pipeline is a good proposition; but the N-deal with the US is very good arrangement to counter the blackmail tactics of the petroleum and gas producing nations and also to counter the unpredictable and violent behaviour of Pakistan and Iran. Raising the prise rise of crude oil by the producing countries is obviously destructive sanction against the world and this will obviously happen to India if the IPI pipeline becomes operational. Therefore politicians must think of the energy security for the country rather than proliferating very parochial policies of the political parties to win the election.

Ask this Govt. babu (all heads of Govt. organisations stop to be a technical person once he is promoted to top) why Govt. is dragging its feet to impliment and construct Iran-Pakistan-India pipelines to get cheap gas, if at all congress is so bothered about energy security of the country. They are after this deal because they received a huge money from USA at the expense India's national interest. In future after this deal, India's foreign policy will be dictated by USA otherwise they will stop uranium supply. Such action we have seen in case of Tarapur in the past.

Why do you think any one would try " to help us out without any benefit for them"? Grow up, sir. No one does any thing for any one gratis. The question is "Is the cost being asked worth paying for what we will be getting in return?" That should be the question we should be asking ourselves. The general consensus is; yes, it is. If any one thinks, as has been made out by many, that once we sign this deal, we will have nuclear power gushing out of our ears , the next day, the next week or the next year, they are in for a huge let down. This deal is much less about nuclear energy as such than it is for the opportunity it provides us to come in from the nuclear cold. And, that is a huge advantage. No longer shall we be subject to technological apartheid. The whole world knows India likes to get along. That is the reason that this enormous exception is being made just for us even though we still refuse to sign the Nonproliferation Treaty. This speaks volumes about the soft power of India. So, Mr. Kakodkar and Dr. Abdul Kalaam and others are absolutely correct that it will be a huge mistake to let this opportunity go by.

If no one could stop India from testing its nuclear deterrent when we had none, is it justifiable to assert that we will be prevented from doing so because the Hyde Act says so. The statement emanating from lecture of Chief of Atomic Energy is somewhat confusing and is not free of suspicion. Any employee will favour his employer during his tenure and only after tenure gets over the employee comes with all sorts of facts "would have", "should have" etc. The point I am trying to make out is about credibility of so called Intelligent People of our Nation and there is no guarantee if the same incumbent after his tenure is over in future comes out with some sort of defensive statement. Therefore, it is in the interest of Nation that the pact be debated openly involving the leading experts fromscience field and legal field and thrash out the same. Unfortunately our politicians will never care for common "aam aadmi" and they will continue to play at his cost and make him starve and commit sucide. By this process they will eliminate population problem and enjoy the fruits over others shoulders.MERA BHARAT MAHAN
