The PCB had recently issued a public notice saying that it is replacing a 1984 limitation with new restrictions of FSI 2.0 in civil and bazaar areas, FSI 1.0 in Bungalow area, Fatima Nagar, Ghorpadi and Bhairoba Nullah while FSI in Stavely Road and Mundhwa areas would be 0.5.
"Development of the cantonment area is a priority for the PCB and hence it was decided to go ahead with FSI relaxation, which would help the board administration avoid the difficulties in undertaking repair and maintenance work," Kedari said. The proposal was discussed in detail during and after the board members led by MP Suresh Kalmadi held a meeting with Defence Minister A K Antony during their recent visit to New Delhi.
According to board member Shailendra Bidkar not relaxing the FSI would mean that a large number of residents staying in M G Road, parts of East Street and Bhimpuara Lane being deprived from proper housing as most of the structures are in dilapidated condition.
However, legal expert N P Bhog pointed out that under the Town Planning & Control Over Buildings, bylaw in the Cantonment Act, it is compulsory for the board to chalk out a development plan specifying details of use of land, commercial establishments, number of residences and public institutions before going ahead with FSI alteration. Reiterating this view, environment activist Anita Beninger said residents should not compare the cantonment zone with areas under the Pune Municipal Corporation to seek FSI relaxation.
