The draft Bill, a copy of which is with The Indian Express, says the Presidency College is set to be a unitary university without the burden of affiliating other colleges in its fold.
However, the university will have administrative and academic bodies like University Court, Executive Council and Faculty Councils both for postgraduate and undergraduate studies. A similar structure of academic bodies is followed by Jadavpur University, also a unitary university.
The Bill also has provisions for students’ representation in various administrative bodies of the university. While the University Court will have two students from postgraduate courses, the Executive Council will have one.
The state government has proposed an allocation of Rs 35 crore towards the recurring and non-recurring expenditure of the university, the latter being pegged at Rs 10 crore to be required for constructing buildings and upgrading infrastructure. The non-recurring annual expenditure of Rs 25 crore will be for the payment of salaries and meeting other academic expenses.
Meanwhile, the WBGCTA representatives today met the state Higher Education Minister Sudarshan Roychowdhury after which its general secretary Shyamal Basak claimed more than 90 per cent of the members of the association had put their signature for bringing all the 36 government colleges into the proposed university’s fold.
