BMC engineers to write test for ‘lucrative’ posts

Mumbai, February 29 It’s not only the class XII students, but also the municipal employees who have been hit by the exam fever. The Brihanmumbai Municipal Corporation’s engineers at lower ranks will now have to undergo a written test to prove their merit in order to bag posts in ‘lucrative’ or important departments. Around 400 engineers will write the test, to be held on March 16, and it will have Municipal Commissioner Jairaj Phatak as supervisor.

Departments like Building permission, Development plan and Vigilance are considered ‘lucrative’ by majority of junior and assistant engineers as they take care of large dealings in cash and land. In fact, employees often use influence and contacts to get a transfer to these departments. However, the civic administration has now decided that only deserving employees with merit will be awarded posts in these departments.

The engineers will have to answer 25 questions with options on engineering field and work related to the corporation. While each right answer will carry four marks, a wrong answer will give negative marks.

“If they get good marks in the examination, we will consider their transfer. This is one of the most transparent methods we have adopted for promotions,” Phatak said.

The move has come on a resolution of February 16, 2008 issued by the State government on examinations to be held for promotion of engineers in building permission and other important departments.

While giving promotions, the civic administration will consider job experience of the executive engineer, deputy chief engineer and chief engineer, in core areas of infrastructure departments like sewerage, water, roads. Such engineers will be given additional 100 marks in their confidential report. There will be 100 mark examinations for the assistant engineer and second engineers.

Phatak said that there will be a record of results of these examinations available with the civic administration which will help in future promotions also.

“Even if some engineers come up with recommendations or influence after failing badly, then we can show a copy of these answer sheets to the big-wigs saying we wanted to transfer the employees but couldn't as their results were poor,” Phatak said.
