If the various departments are able to achieve the targets as envisaged in the flagship programmes then the city will get clean water, a healthy environment, high competitive standards in education and will also be epidemic free.
The result-oriented framework in governance drawn by Delhi-based research and training organisation, Society for Development Studies, finds a mention in the Rs 19, 931 crore budget, presented by Municipal Commissioner Jairaj Phatak on Tuesday.
Apart from the four main departments, the other departments including roads, sewerage, security, markets will also have targeted key outcomes defining the thrust areas and goals to be achieved on the basis of outcome indicators.
Additional municipal commissioner (projects), Anil Diggikar said, “A department review will be done after every quarter. After six months if it is found that there are road blocks due to which the targets cannot be achieved, then they will be reviewed and more realistic targets will be set.”
A Monitoring and Evaluation cell in all the departments along with an Outcome Advisory Board will oversee the planning, budgeting and monitor expenditure of the different departments. Each of the departments has specific targets. The Storm Water Drainage department will aim to prevent flooding during monsoon, eradicate water and vector-borne diseases by clearing logged water in a set response time, creating pumping capacity, upgrading the existing network system among others.
As far as roads, traffic and bridges are concerned the main task will be to provide good road infrastructure, bring down accident rate, provide better parking, improve pedestrian flow, reduce travel time and user cost on vehicle maintenance.
Water Supply department has to ensure round the clock potable water to the entire population and bring down death rate due to water borne diseases. It will also aim at reducing water leakage and bring down disruption in supply hours among several other measures. It will strive to build an epidemic free city by providing international standards in health services.
The education department will aim at providing competitive standards by reducing drop out rate.
