While recording his statement before the court in the case, cashier Karam Singh said he had paid Rs 11.6 lakh out of the PPSC secret fund meant for conducting examinations and checking of papers to its then chairman Ravinder Pal Singh Sidhu. He said a demand for the amount had come to him 23 times under the 'payee head' and he subsequently released the amount after issuing the utilisation certificates.
He said the money was spent entirely by Sidhu and no details about how it was spent had ever been provided to him. The cashier's cross-examination could not be done and on the plea of Sidhu that his counsel was abroad and would only return after February 24, his cross-examination was deferred till the next date of hearing.
The statements of two more witnesses, Sewak Singh, superintendent examinations in PPSC, and Manjit Singh, an assistant in the examination branch of PPSC, could also not be recorded as the entire exam record of the commission is with the High Court under Supreme Court directions.
They were later discharged by the trial court for the time being and would again be summoned after the records are received from the High Court.
All the accused, including Sidhu, Gurpal Singh and others, were present in the court today.
