The company, which has been renamed as Reliance Infrastructure Ltd (RIL), resolved the complaint within a month. The bill, which was issued for Rs 26,845 was reduced to Rs 1,470 following an intervention by CERS. N A Dalal, a residential consumer of the RIL received an exorbitant electricity bill for September 2008 amounting to Rs 25,375. He also received a notice which warned of disconnection if the amount was not paid before the due date.
Dalal then wrote to RIL and also filed a complaint with the Consumer Grievance Redressal Forum set up by RIL as per the provisions of the Electricity Act-2003.
The Forum had dismissed the case without getting the meter checked and had said that the bill amount was in conformity with his connected load on electrical appliances and gadgets in use at the premises.Dalal then approached CERS on October 18 requesting it to take up the matter with RIL.
K K Bajaj, the honorary director of CERS, wrote to RIL Managing Director as well Secretary to the Maharashtra Electricity Regulatory Commission (MERC) about the harassment being faced by the consumer.
He complained that RIL had not followed any proper procedure to resolve the complaint as per the provisions of the Electricity Act and Regulations notified by MERC.
The meter had not been tested for accuracy at the consumer's premises or at the RIL Meter Testing Laboratory.
