Chandigarh, January 7 The Punjab and Haryana High Court has issued notices to the UT Administration and the Chief Engineer, Engineering Department, Chandigarh, over a Public Interest Litigation filed by an advocate, Jasleen Singh, resident of Sector 18.

The petitioner claimed that the exercise of discretion by authorities in entertaining applications regarding correction of date of births of its employees, especially at the fag end of their careers (employees’), is totally arbitrary and contrary to the instructions governing the matter. The petitioner also sought directions for the authorities to deal with such applications strictly on merit.

In a startling revelation, the petitioner referred to an information received by another advocate, H C Arora, under the Right to Information Act, about a lorry driver, Ujjagar Singh, whose application for change of birthdate was entertained after 37 years of service, just one year prior to his date of superannuation. The change of birthdate, June 3, 1947 to March 16, 1948, was allowed on the basis of his duplicate matriculation certificate on a representation given on July 12, 2004.

Similarly, the date of birth of Chaman Lal, another employee in the Engineering Department, was allowed to be changed from July 18, 1946 to June 16, 1948, towards the end of his career.
