Chaos at venue as etiquette and discipline are set aside

Ahmedabad “Mere good governance will not do, it has to be proactive good governance…visualise future needs, plan things and be ready with the solution," said Chief Minister Narendra Modi in his inaugural speech at the summit. The planning myth was shattered outside the meeting hall.

Very meticulously they planned toilets, complete with taps and commodes etc. But water taps ran dry in the afternoon and no toilet paper was available for the visitors.

IAS officers were posted at every possible venue to ensure smooth functioning of things. One was even deployed to ensure trouble-free toilets at the venue; but nothing could be done to stop water from running out.

Worse happened in the dining area. Colour coded cards were issued; but they lost their purpose when a sea of visitors surged inside the huge pandal with everyone rushing to lay hands on the plates as if there was no tomorrow. Highly respected people could be seen running from pillar to post to catch hold of a plate to eat. Some queued up patiently, while many others even rushed to the backyard where food was stored.

Having lunch at the common dining hall was like winning a pitched battle, which many lost and left the place with a bitter taste in their mouths. All of this happened despite the presence of bureaucrats at every food counter to prevent chaos.

Meanwhile, those who could not get inside the auditorium had to stand outside.

As soon as Modi finished his speech, some of them ran to the dining area and occupied all counters. Those reaching a few minutes late had a harrowing time and people could be seen virtually snatching plates from one another.

THIS IS TYPICAL OF INDIAN BEHAVIOUR AND PSYCHE. A FREE LUCH ATTRACTS MORE PEOPLE THAN ANYTHING ELSE AND ALSO MAKES THEM BEHAVE LIKE THEY ARE STARVING FOR A LONG TIME. I HAVE SEEN THIS KIND OF BEHAVIOUR IN FOREIGN COUNTRIES ALSO AND AT RELIGIOUS FUNCTIONS TOO. IT IS ALSO SURPRISING TO NOTE THAT IF THE VENUE WAS IN SAY, USA, AND THE MOST OF THE GUESTS WERE AMERICANS, OUR PEOPLE WILL BEHAVE VERY NORMALLY, ALMOST LIKE AMERICANS. IT IS THIS KIND OF BEHAVIOUR ALL OVER INDIA. CIVIC SENSE DOES NOT EXIST. JOSTLING IN A LINE IS AN ACCEPTED BEHAVIOUR. ALSO STANDING TOO CLOSE TO THE PERSON INFRONT OF YOU IS ANOTHER. WE SHOULD TEACH CIVIC SENSE TO ALL THE PEOPLE AT ALL LEVELS AND MAKE IT A COMPULSORY SUBJECT AND EVEN HOLD PRACTICAL CLASSES.
