Chargesheet filed in court, Samwartak finds no mention

Chandigarh Two months after the recruitment scam rocked the UT Education department, the police filed a chargesheet in the local court on Wednesday.

Charging prime accused Jolly and his accomplice Hardev Singh with cheating and criminal conspiracy, the name of DPI(S) Samwartak Singh finds no mention in the bulky chargesheet.

In a report submitted to Home Secretary Ram Niwas last week, the police said it could not find any incriminating evidence against the DPI(S).

The 259-page chargesheet, which will be submitted in the court of Chief Judicial Magistrate J S Sidhu, seeks to examine 19 witnesses in court including complainant Kamalpreet Kaur.

The chargesheet also contains the confessional statement of Jolly as well as the call details of his three mobile numbers, to establish his links with the complainant.

The chargesheet states that tout Hardev Singh had first made a call to the complainant on August 19, exactly a month after she appeared for the written examination.

The tout then assured her of a confirmed seat for a price of Rs 4.25 lakh when Kaur appeared in a written examination for the post of a Home Science teacher.

The deal was then struck for Rs 3.25 lakh, states the chargesheet.

After she complained to the police, the two accused met her at Café Coffee Day in Sector 30-C from where they were arrested.

The challan also states that the report of the handwriting samples of both the accused are still awaited.

The samples will then be matched with the handwritten roll number slips, which were recovered from the possession of Jolly.

Even as the top brass of the Administration has recommended that the DPI be immediately stripped of the charge of DPI (Schools) and sent back to his parent state Haryana, the final nod from the UT Administrator General SF Rodrigues (Retd) is still awaited. The file was sent on October 24 and till date there is no response.

Chargesheet fails to mention
* Police questionnaire: The police’s 25-point questionnaire to Samwartak Singh is missing in the challan. A senior police officer said that since Samwartak’s involvement is ruled out, the same was not required.
* Samwartak’s reply: The reply to the questionnaire submitted by the DPI(S) is not mentioned in the challan.
* Police report on Samwartak: While the police called it ‘unethical’ on part of a senior official to exchange numerous calls with an accused, the police’s report on Samwartak is also missing in the chargesheet.
* The statement of Jolly in which he allegedly named Samwartak is also not part of the chargesheet which focuses entirely on the conspiracy by the two accused only.

on the day one the report was out i had commented that nothing would come out of it as it obviously involves big guns. the governor's blue eyed boy samwartak singh wont even be repatriated to his home state which though is no punishment as he would have been behind bars if he had functioned like this in any other country
