Chintan Shibir begins today, over 150 babus to participate

Gandhinagar The two-day annual Chintan Shibir will begin at the Forest Research Institute in Gandhinagar on Friday. Over 150 participants, including ministers, secretaries, collectors, municipal commissioners and DDOs, will attend the shibir and do chintan (analysis) on how to strengthen the state administration and make it people-oriented.

The shibir to be inaugurated by Chief Minister Narendra Modi will mainly focus on how to further improve the state's human development index (HDI), strengthen taluka-level administration and the convergence in development programmes.

According to the programme schedule chalked out by the Administrative Reforms and Training department (ARTD), Modi and Chief Secretary D Rajagopalan will hold informal discussion with district officials on the first day. The two will seek feedback from them about the development activities, among other things, being carried in their respective areas.

The Principal Secretary (Education) and the Higher Education Commissioner will deliver an hour-long lecture on "quality of education". Presentations on the government's Vanbandhu and Nirogi Bal Varsh programmes will also be made.

The Ahmedabad district collector will address a session on "Guaranteeing title to land: Possibility of (introducing) the Australian Torren system in land administration", while the Secretary (Science and Technology) will speak on "Use of technology in administration". The Chief Secretary will review the book Good to Great, a management theory book, authored by Jim Collins of the USA.

Modi will give the valedictory address and also host a dinner for the participants at his official residence in Gandhianagar on the concluding day of the shibir. Awards will be given away to the "best" collectors and DDOs.
