Civic body gives clean chit to racecourse authorities

Mumbai, January 3 Months after Mayor Shubha Raul visited the Royal Western India Turf Club and complained about irregularities by the authorities, the civic administration has given a clean chit to the management at Mahalaxmi racecourse.

Raul had inspected the race course in July last year and asked the civic estate department to submit a report.

The RWITC has been using 240 acres of land at Mahalaxmi racecourse for the last 90 years and pays an annual rent of Rs 60 lakh for holding derbys for six months in a year. The civic body in 1914 had leased out the land to RWITC for a period of 99 years.

In the report submitted on December 1 last year, the civic estate department stated that the civic administration had given permission for the helipad at the racecourse in 2000 and Brihanmumbai Municipal Corporation gets annual revenue of Rs 14 lakh for it.

For change of use of property at one of the racecourse buildings — it is used as a canteen — the report states that a no-objection certificate was given in May 2007 and the civic administration receives fee of Rs 7.10 lakh for it. While renewing the lease agreement the NOC for the canteen can be considered, it added.

Even for holding marriage ceremonies, the civic body's improvement committee had approved the proposal in 2000 and the lessee deposited an additional amount of Rs 43.5 lakh for the functions between April 2006 and March 2007.

While the report pointed out that the stand of the second enclosure appears dangerous, the matter is sub-judiced and for further action it has been forwarded to the assistant municipal commissioner G north ward office. On the illegal ticket counter, the report added that the RWITC has paid Rs 2.64 lakh in May 2007.

“We have always maintained that all permission was taken and we have followed the legal procedures. So there was never any question of irregularity, the mayor and the corporator were misinformed,” said Vivek Jain, Media and Marketing head and member of RWITC.

However, corporator Parshuram Desai who had lodged the complaint with Raul, is shocked. “The Bombay High Court has granted a stay to RWITC for any fresh developments in 2004, but yet permissions were given till 2005,” he alleged. He also claimed that the report is silent on RWITC constructing a new structure at the racecourse which was earlier a totalling area for the races. “I have written a letter to Municipal Commissioner Jairaj Phatak and asked him to issue a stay order on the construction and the change of users carried out at buildings,” he said.

When contacted, Raul said she has not seen the report. “But how can they give a clean chit, when one can see so many irregularities there,” she said adding the report can be challenged and she would consider this option after reading it.

Raul also said that all these matters regarding irregularities will be considered while renewing the lease in 2013.
