Nirmala Wati Loomba in a complaint had said that she was allotted a plot situated at BRS Nagar by the LIT. In the year 1994, she submitted a building plan for construction of her plot to the Trust and requested for execution of the sale deed in her favour, but the Trust failed to do so.

She alleged before the forum that she had again requested to the LIT in years 1999, 2005 and 2006 for sanctioning her building plan after the execution the sale deed in her favour, but the Trust started demanding Rs 5,14,318 as non construction charges and Rs 52,798 as development charges from the complainant

On the other hand, LIT officials justified its move and alleged that she had not raised constructions as per rules and regulations.After hearing the arguments, forum president TN Vaidya and member, Puja Diwan, quashed the demand of Rs 5,14,318 as non-construction charges and Rs 52,798 as developmental charges sought by the LIT .
