Cops plead for ambulances; Admn, MC pass buck

Chandigarh, March 8 Consider this: Since the beginning of this year there have been over 80 road accidents in which 30 persons have died and 65 have been injured. A majority of the accidents occurred at six identified accident-prone areas.
Now hear this: Chandigarh Police has just one trauma ambulance to provide emergency medical services and ferry the injured to the hospital.While serious accidents are a daily phenomenon on the city's roads, the Chandigarh Police's repeated requests for additional trauma ambulances have fallen on deaf ears.
Each trauma ambulance should be equipped with an oxygen cylinder and a ventilator and life-support system. But the 12 Gypsies with the traffic police which are currently being used for rushing the injured to hospitals do not have any such facilities.
On an average, there are about 4,500 accident-related calls every year and 2,500 to 2,800 of these are picked up by PCR vehicles and interceptors.Considering the fact that the police control room is the first to receive a call after a major accident, the trauma ambulance can be a lifesaver for scores of victims, said traffic police officers.

History of the proposal
Two years ago, the Chandigarh Traffic Police sent a proposal for placing 19 trauma ambulances at identified accident-prone areas to the Chandigarh Administration. The Administration passed it on to the Chandigarh Municipal Corporation, who rejected it in its House meeting in 2006. After one year, the MC approved the installation of 12 trauma vans. Juggling between the Administration and the Municipal Corporation, the proposal remains only on paper.

Passing the buck
When Chandigarh Newsline enquired about the current state of the proposal, former Mayor Harjinder Kaur, in whose tenure the agenda was passed, expressed ignorance. “I don’t know what happened to the proposal. But yes, it was passed. You can ask the Medical Officer,” she said.
Medical Officer of Health of the Chandigarh Municipal Corporation, Dr G C Bansal, was completely ignorant of the proposal as well.
Mayor Pradeep Chhabra said the proposal to install the trauma vans, although passed by the MC in its House meeting, has been sent back to the Chandigarh Administration by acting Municipal Commissioner R K Rao. UT Home and Health Secretary Krishan Mohan was not available for comment.

The lone ambulance
Stationed outside Kisan Bhawan Chowk in Sector 35, the trauma ambulance attends to as many as 10 to 12 accident calls daily. “We rush to scattered accident spots round-the-clock. If the mishap occurs near Manimajra, Fun Republic Light point or other far-flung areas of the city, we are helpless as it takes more time to reach,” said Vivek, the on-duty pharmacist in the ambulance.
He added that installation of more such ambulances is the need of the hour.
