Justice G S Sistani saw no objection for DDA to process the allotments of the flats -- which has been under a cloud for about a year owing to allegations of foul play -- to successful bidders.

The allotments had come to a halt in December 2008 after the Economic Offences Wing (EOW) arrested nine people on charges of forgery in the draw organised by the DDA.

Alarm bells had started ringing after one of the applicants claimed he had been “allotted” a flat without having applied for it. Police investigation had revealed a conspiracy to corner the maximum number of flats with fictitious applications in the names of members of Scheduled Castes and Scheduled Tribes.

The EOW report, however, said the probe neither found any evidence that the software used for the electronic draw was tampered with nor showed any sign of connivance by DDA officials.

The EOW report submitted in the court also included the software report of the Government Examiner on Questionable Documents, Hyderabad, and the Centre for Development of Advanced Computing (C-DAC), Thiruvananthapuram.

The EOW report said: “The C-DAC could not find any evidence that the software had vulnerability nor could they detect any evidence of external tampering. The report also states that from an analysis of the source code, the experts could not find any evidence to indicate that the software shows any type of bias towards any applicants.”
