The Bar associations have also announced a subsequent strike in the whole of North India on February 3. This will be followed by an all India strike of lawyers on February 18, association members decided in a meeting on Thursday. “The action committee of the federation of Bar associations believes the amendments are aimed at securing the personal liberty of the accused at the cost of life and the safety of victims and will be disastrous for society,” Delhi Bar Association secretary Jaiveer Singh Chauhan said.
Aimed at preventing “whimsical” arrests made by the police, the amendment in Section 41 of the CrPC lays down conditions for a police officer arresting an accused in the above mentioned cases. The amendment proposes that the officer may, instead of arresting the person concerned, issue a notice of appearance and ask him to cooperate with the police in the probe.
