Deadline beater’s stretch war

New Delhi, January 1 * Ever since it was given the final nod in November 2006, the Central Secretariat-Badarpur link has run into trouble. First with local residents protesting the elevated stretch in south Delhi, and then Dyal Singh College students and professors refusing to part with college land.
* Spread over 20.6 km and scheduled for a September 2010 opening, just before the Commonwealth Games, DMRC is running on a tight schedule of just 35 months. That's way less than a stipulated time frame of at least 5 years for any Metro in the world. In fact, it was earlier planned for Metro's phase III in Delhi, after 2010 Games.

THE ROADBLOCKS
* Residents' welfare associations of some south Delhi colonies challenge construction of the elevated Metro line. Their argument: it would impinge on their privacy, and want Metro to go underground. Metro's argument: going underground for the 4.44-km stretch would involve an extra expenditure of Rs 850 crore.
* The proposed elevated link will pass through Greater Kailash, Defence Colony, Lajpat Nagar, Kailash Colony, Jungpura and Kalkaji.
* Now? Group of Ministers (GoM) to look into the issue in January. Meanwhile, DMRC says it will build noise barriers along the elevated corridor.
* After a small split in water pipe near Defence Colony flyover on December 26 disrupted water supply for a day in south Delhi, residents filed a PIL against Metro. The matter is to be taken up for hearing.
* Students and professors of Dyal Singh College have refused to part with land meant for their football ground and college hostel. Metro wants the land for underground section from Lodhi Colony to Jawaharlal Nehru Stadium. The issue yet to be resolved.
* Moolchand crossing can be a construction nightmare as the ongoing bus corridor work has already made enough chaos. The line here will be elevated. The corridor is expected to be functional by April, and Chief Minister Sheila Dikshit has also asked DMRC to take all necessary steps to ensure the least inconvenience.

THE GAMEPLAN
* Metro officials, though, say they are in command. "We have started work simultaneously in all stretches and with effective management on the roads, we should be able to finish in time," DMRC spokesperson Anuj Dayal says.
* Work is going on in Jor Bagh, Lodhi Colony and Sarita Vihar on Mathura Road. Giant tunnel boring machines have begun work for phase II.
