The petition, filed by senior advocate R T P S Tulsi, a resident of Sector 21-B, challenged the rules framed by the High Court under the RTI Act.
Tulsi said he had sought information under the RTI Act on January 1, 2008 from the High Court with regards to the number and details of cases remanded back by the Supreme Court to it. He had also demanded details of cases still pending compliance of directions of the Supreme Court; number of cases ordered by High Court to be listed for regular hearing within a given time schedule and the number of cases decided by subordinate courts in compliance of the Supreme Court.
Tulsi submitted:“This court has an obligation to maintain and facilitate the RTI for citizens at large and litigants in particular. Under enlarged model of judicial activism, transparency and accountability is of essence and is as essential in judiciary as in legislature and executive as one of the three organs of a welfare state.”
