DIG denies investigating officer’s claim in Badal case

Rupnagar, March 8 DIG BK Uppal today denied that he had prepared and sent the statements of the witnesses in the graft case against Chief Minister Parkash Singh Badal and others, to investigating officer Surinder Pal Singh for his signature.

While deposing in the court of Rupnagar Special Judge GS Saran, Uppal who is presently posted as DIG (Crime), stated that he had not prepared or dictated the statements of the witnesses of the technical team, who had visited the properties of Badals for assessment and then passed it to Surinder Pal Singh for his signatures.

During the last hearing, Surinder Pal Singh had stated that he had signed the statements of the witnesses as per the directions of Uppal.

He said that he was deputed as one of the supervisory officer for the investigation of the case and was associated with the survey of Badals’ properties at Balasar farm, Orbit Resort, Kothi no 256, Sector 9, Chandigarh, in November 2002.

He also stated that the decision to conduct second survey and constitute technical team was taken at the Vigilance Bureau headquarters and he had no knowledge of the survey report.

The defence counsels also cross-examined him on various points.

While deposing in the court, DIG (BSF) S Chatopadhya, who stated that being the Punjab DIG (Vigilance Bureau), he had conducted the investigation regarding the foreign properties of Badals. However, nothing substantive was found against him. He said that due to this reason no foreign property of the accused was reflected in the final report submitted in the court.

Later, public prosecutor Pradeep Mehta submitted a written statement in the court that he did not want to cross-examine remaining witnesses. There were total 138 prosecution witnesses in the case out of which deposition of 59 witnesses have been held.

The court has adjourned the case till March 27.
