DM asks cyber cafés to verify user’s identity

Chandigarh, January 7 To avoid the possibility of cyber cafés being misused by anti-social elements, criminals and terrorists to mislead the security and investigating agencies, create panic in the public and endanger the security of public, UT District Magistrate R K Rao has prohibited the use of cyber cafes by unknown persons whose identification is not established by the cyber café owners.

The owners of cyber cafés have been asked to maintain a register for the identity of the user. The owners will record the visitor’s name, address, telephone number and identity proof. The visitor or user will be required enter in his or her handwriting along with address, telephone number and identity proof and sign the register kept for the purpose.

The identity of the visitor will be established through the identity card, voter card, ration card, driving licence, passport and photo credit card. Activity server log would be preserved in main server and its record for at least six months, said an official statement issued today.

The owner of the cyber cafés have been asked to inform the police, if any suspicious activity of the visitor is noted and the cyber cafés will also keep a record of the specific computer used by the person. This order has been issued under Section 144 of Criminal Procedure Code and will be valid up to March 8, 2008.

“The orders have been made because it was noticed that certain anti-social elements, criminals and terrorists might use cyber cafés to mislead the security and investigating agencies, create panic in the public and endanger the security of public, VIPs, and government institutions. The cyber cafés might be used by anti-national for their terrorist activities affecting the security of the state,” said the order.
